Tender Quality Score

This tender outlines a clear scope for comprehensive waste management services but is critically deficient due to the complete absence of supporting tender documents and evaluation criteria. This significantly undermines transparency, fairness, and the ability for bidders to prepare compliant proposals.

Score Breakdown

Legal Compliance100/100

The tender lacks explicit mention of mandatory exclusion grounds, which are fundamental to public procurement law. The absence of full tender documents also makes it impossible to verify compliance with other legal requirements and procedures.

Absence of detailed mandatory exclusion grounds.
Inability to verify full legal compliance due to missing tender documents.
Clarity40/100

The description and extracted requirements for the service scope are clear and well-defined, detailing the types of waste and the contractor's responsibilities. However, the overall clarity for potential bidders is severely undermined by the absence of actual tender documents, detailed instructions, and evaluation criteria.

Lack of full tender documents, leading to ambiguity regarding detailed terms, conditions, and submission instructions.
Missing evaluation criteria.
Completeness83/100

While the summary information provides a good overview of the service scope and basic requirements, the tender is critically incomplete due to the absence of any attached documents. These documents would typically contain the full instructions, specifications, contract terms, and detailed submission requirements.

No attached tender documents.
Missing evaluation criteria.
Fairness60/100

The requirement for a 'single supplier' for a comprehensive service is reasonable for this type of contract. However, the absence of evaluation criteria and full tender documents creates a significant risk to fairness, as bidders cannot fully understand how their proposals will be judged or what detailed terms they are agreeing to. This lack of transparency could disadvantage potential bidders.

Missing evaluation criteria, which is crucial for ensuring a fair and objective assessment of bids.
Absence of full tender documents, potentially disadvantaging bidders who lack insider information.
Practicality40/100

The requirements for appropriately permitted facilities and comprehensive waste management services (bulking, haulage, treatment, disposal) are practical and necessary for the described service. The financial capacity requirement is also practical. However, the critical lack of full documentation makes it highly impractical for potential bidders to prepare a comprehensive and compliant bid.

Bidders cannot practically prepare a complete and compliant bid without access to the full tender documents and detailed instructions.
Data Consistency100/100

The extracted requirements are consistent with the tender description regarding the scope of services and the single supplier model. The estimated value and contract duration are also consistent within the provided information.

Sustainability0/100

The tender description focuses solely on operational requirements for waste management. There is no mention of green procurement, social criteria, or innovation, representing a missed opportunity to incorporate broader sustainability objectives and added value into the contract.

Absence of green procurement criteria.
Absence of social criteria.

Strengths

Clear and comprehensive description of the service scope.
Well-defined technical and financial capability requirements.
Requirement for appropriately permitted facilities ensures compliance.
Estimated value and contract duration are clearly stated.

Concerns

Critical absence of any attached tender documents, including detailed specifications, instructions, and contract terms.
Missing evaluation criteria, making it impossible for bidders to understand how their proposals will be assessed.
Lack of explicit mandatory exclusion grounds.
Missed opportunity to include green, social, or innovation criteria.
Missing specific location information (NUTS code/service address).

Recommendations

1. Immediately publish all necessary tender documents, including detailed specifications, terms and conditions, and instructions for bidders.
2. Clearly define and publish the evaluation criteria and their weighting to ensure transparency and fairness.
3. Explicitly state all mandatory and discretionary exclusion grounds, referencing relevant legal provisions.
