Original Tender Description

Newquay Town Council wishes to issue this Tender Summary Notice in relation to the above procurement exercise. The Council originally published an Invitation to Tender (ITT) on 3 December 2025 for the design and build of the Visit Newquay website, the Council's official tourism and destination management platform. Following publication, the Council became aware that a number of technical difficulties affected the visibility and accessibility of several important tender documents on procurement website. As a result of these issues, the Council considers it necessary to revise the submission timetable and provide clarification on the process going forward, as this is necessary to ensure that all suppliers are given a fair and reasonable opportunity to respond with access to the full and correct information. Key Updates: Due to the technical issues encountered, any submissions previously made cannot be accepted. All suppliers wishing to participate must submit a new, complete tender submission in line with the revised timetable. To reduce administrative burden and in recognition of the issues encountered, the Council will not require hard copy submissions for this tender. Revised Submission Timetable: Deadline for clarification questions: 12:00 noon, Monday 26 January 2026. Deadline for electronic tender submissions: 12:00 noon, Monday 2 February 2026. All submissions must be sent electronically by email to: tenders@newquay.gov.uk. An acknowledgement email will be issued for all valid submissions received. Newquay Town Council thanks all interested suppliers for their understanding and continued interest in this opportunity.

Tender Quality Score

This tender is a re-issue due to previous technical issues, which is a positive step towards fairness, but critical documents remain inaccessible, severely impacting clarity, completeness, and overall fairness. The absence of evaluation criteria is a major concern.

Score Breakdown

Legal Compliance75/100

The Council's re-issuance of the tender demonstrates an attempt to rectify prior procedural errors and ensure fairness. The procedure type and CPV code are correctly defined. However, the inaccessibility of critical documents and the lack of explicitly stated mandatory exclusion grounds raise concerns regarding full compliance with transparency and equal treatment principles.

Critical tender documents are inaccessible (e.g., Official PDF, Detailed Specification).
Mandatory exclusion grounds are not explicitly stated.
Clarity40/100

While the reason for the re-issue is clearly articulated, the actual tender requirements, detailed specifications, and evaluation criteria are largely unknown or inaccessible due to missing documents. This makes it extremely difficult for potential suppliers to understand what is required.

Detailed Specification Document (A-10531) is unavailable.
Specific technical, financial, and submission requirements are unknown.
Completeness35/100

Despite the presence of basic administrative information (title, reference, organization, value, deadlines), the tender is critically incomplete. Many essential documents, such as the detailed specification, mandatory submission forms, and the official PDF version, are inaccessible.

Many critical documents (e.g., Detailed Specification, Mandatory Submission Form, Official PDF) are inaccessible.
Evaluation criteria are not defined.
Fairness30/100

The inaccessibility of critical tender documents and the complete absence of specified evaluation criteria fundamentally undermine fairness and equal treatment among potential bidders. While the re-issue aims to correct past issues, the current state of the tender remains highly unfair.

Full document access is not provided due to inaccessible critical documents.
Evaluation criteria are not specified, leading to a lack of transparency.
Practicality35/100

While electronic submission via email is supported and the contract start date/duration are known, the inability to access essential documents (like the detailed specification and submission forms) makes it practically impossible for suppliers to prepare a compliant and competitive bid.

Critical tender documents are inaccessible, hindering bid preparation.
Reliance on email for submission may lack the robustness of a dedicated e-procurement portal.
Data Consistency50/100

Basic administrative data fields are populated and generally consistent. However, there are significant inconsistencies between the tender description/AI summaries and automated checks regarding document availability and the e-submission method. The re-issue itself points to prior procedural inconsistencies.

Contradictions regarding document availability (e.g., 'Documents available' vs. 'Page not found').
Contradiction regarding e-submission method ('No e-submission' vs. email submission).
Sustainability25/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which often correlates with higher sustainability standards.

No explicit green procurement criteria.
No explicit social aspects mentioned.

Strengths

Acknowledgement and attempt to rectify previous technical issues.
Clear identification of the procuring entity, title, reference, and basic financial/timeline data.
Electronic submission via email is supported, reducing administrative burden (no hard copies).
CPV code is appropriate for the service.

Concerns

Critical tender documents (Detailed Specification, Mandatory Submission Form, Official PDF) are inaccessible.
No evaluation criteria are specified, severely impacting transparency and fairness.
Mandatory exclusion grounds are not explicitly stated.
Lack of clarity on specific technical, financial, and submission requirements due to missing documents.
Reliance on email for submission, which lacks the robustness of a dedicated e-procurement portal.

Recommendations

1. Immediately ensure all critical tender documents are accessible and verifiable on the procurement platform.
2. Clearly define and publish the evaluation criteria, including weighting, to ensure transparency and fairness.
3. Explicitly state all mandatory and discretionary exclusion and selection grounds.
