Original Tender Description

We are seeking partners to support in the delivery of supported internship and employability programmes to move a small number (circa. 15) City of Oxford College learners with EHCPs into sustainable employment or volunteering opportunities in Oxfordshire. This provision will focus on developing young people's employment skills through intensive job coaching in the workplace and sourcing placement opportunities with employers. The provision will be co-delivered with the College who will undertake employability preparedness classroom provision for one day a week, with the successful partner co-ordinating, monitoring and supporting workplace development for four days a week. The successful partner will need to work with us within the limitations of the 16-19 funding lagged funding formula whereby successful delivery in 26/27 will lead to lagged funding being received by all parties in 27/28. All applicants will demonstrate robust quality assurance practices, health and safety, child protection and safeguarding policies. Please note that this opportunity is currently being delivered with an existing partner in the 25/26 academic year and this is part of an annual re-tendering process.

Tender Quality Score

This tender clearly outlines a vital social service but is significantly hampered by the complete absence of evaluation criteria and the lack of electronic submission, which critically undermine fairness and transparency.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code correctly, and the submission period is reasonable. However, the absence of explicit mandatory exclusion grounds and detailed evaluation criteria represents a compliance gap for a public tender, even below threshold.

Missing explicit mandatory exclusion grounds
No evaluation criteria specified
Clarity60/100

The service description and AI-extracted requirements are clear and understandable. However, the complete absence of evaluation criteria is a critical flaw, making it impossible for bidders to understand how their proposals will be judged. The mention of 'Divided into Parts' is also not elaborated.

No evaluation criteria specified
The characteristic 'Divided into Parts' is not clarified
Completeness65/100

Basic information, deadlines, value, and duration are provided. However, the critical absence of evaluation criteria and explicit mandatory exclusion grounds significantly impacts completeness. The summaries of attached documents are brief and repetitive, suggesting a lack of a comprehensive tender document pack.

No evaluation criteria specified
Missing explicit mandatory exclusion grounds
Fairness40/100

The complete absence of evaluation criteria and the lack of electronic submission are critical issues that severely undermine fairness and transparency. While the requirements do not appear tailored, these procedural deficiencies create an uneven playing field.

No evaluation criteria specified
No electronic submission supported
Practicality60/100

Key practical details like contract start date, duration, and financing information are available. However, the lack of electronic submission is a significant practical drawback for bidders.

No electronic submission supported
Data Consistency70/100

Most key fields are populated, and dates are logical. However, the 'Liable Person' and procedure 'Code' fields are empty, and the statement 'Value Classified: Yes' contradicts the explicit disclosure of the estimated value.

Empty 'Liable Person' field
Contradiction between 'Value Classified: Yes' and disclosed estimated value
Sustainability70/100

The tender's core purpose, supporting learners with EHCPs into employment, represents a strong social sustainability aspect. However, there is no explicit mention of green procurement, innovation focus, or EU funding.

No explicit green procurement criteria
No explicit innovation focus
