Tender Quality Score

This tender is a well-structured soft market testing exercise, clearly outlining its purpose to gather insights for a future procurement, demonstrating good transparency and open requirements for market participation.

Score Breakdown

Legal Compliance75/100

As a soft market testing exercise, the tender appropriately avoids formal procurement procedure requirements. The CPV code is relevant, and there are no reported disputes. The 'Type' and 'Procedure' fields being 'None' is acceptable given the explicit description of SMT, though more specific labeling would enhance clarity.

Clarity80/100

The purpose of the soft market testing is exceptionally clear and unambiguous. The AI-extracted requirements are straightforward and directly align with the objective of gathering market insights, making it easy for potential providers to understand what is expected.

Completeness70/100

Most essential information, including title, organization, reference, deadlines, duration, and location, is provided. The estimated value of 100 EUR is symbolic for an SMT. One document failed to download, which is a minor completeness issue.

One tender document failed to download.
Symbolic estimated value (100 EUR) for a service of this nature.
Fairness85/100

The requirements are generic and open, asking providers to describe their capabilities, which promotes broad and fair market participation. The value is disclosed, and document access is largely available. The absence of e-submission is a minor drawback for equal access.

Lack of electronic submission option.
Practicality65/100

The lack of an electronic submission option is a significant practical limitation in modern procurement. The reported failure to download one document also indicates a practical hurdle for interested parties. Other practical details like contract start and duration are clear.

One tender document failed to download.
Data Consistency90/100

The data provided is largely consistent across different sections. Dates are logical, and there are no reported disputes or suspensions. The 'Type' and 'Procedure' fields, while 'None', are consistently explained by the SMT nature.

Sustainability50/100

The tender, being a soft market testing exercise, does not explicitly incorporate green, social, or innovation criteria. While SMT can inform future sustainable procurement, the current document does not actively promote these aspects.

Absence of explicit sustainability criteria.
Absence of explicit social criteria.
