Original Tender Description

The Royal Borough of Kensington and Chelsea, on behalf of the West London Housing Partnership (partner boroughs of RBKC, Hammersmith & Fulham, Brent, Ealing, Hillingdon, Hounslow and Harrow), is carrying out pre-market engagement to help shape a potential grant funding programme targeting small to medium sized organisations in the local voluntary, community and faith sector (VCFS) organisations. The West London Housing Partnership is seeking innovative, community-led projects that strengthen our collective ability to provide early intervention to prevent homelessness and reduce rough sleeping across our seven boroughs. We would be particularly interested in any provision that could be utilised across multiple boroughs in the West London region. Subject to approval, the programme is expected to award grants with an average value of £50,000 per organisation, with the potential for larger awards of up to £100,000 where proposals demonstrate delivery across multiple boroughs. Please note this engagement relates to a potential grant scheme. This notice is issued to understand interest in the proposed programme, gather early feedback, and identify organisations that may wish to be contacted if the grant scheme is launched. No funding decisions will be made as part of this engagement. Further information is available in the attached Preliminary Market Engagement Questionnaire. Organisations interested in the potential programme are encouraged to review and complete the questionnaire. Tender Quality Score

This is a well-structured pre-market engagement notice with clear objectives and requirements for potential grant applicants. However, the inability to access a key document (Official PDF) and minor data inconsistencies slightly detract from its overall quality.

Score Breakdown

Legal Compliance85/100

The notice effectively serves its purpose as a pre-market engagement, adhering to transparency principles. The absence of a formal procedure type is appropriate for this stage, and deadlines are reasonable for market consultation.

Missing reveal date (system issue)
Type and Procedure fields are 'None'
Clarity90/100

The tender is exceptionally clear in its description, purpose, and the requirements for market engagement. The AI-extracted requirements accurately reflect the notice's intent, making it easy for interested parties to understand.

Completeness60/100

While most basic information is present, the critical 'Official PDF Version' failed to download, which is likely the Preliminary Market Engagement Questionnaire. This significantly impacts the completeness of accessible information for participants.

Official PDF Version failed to download
Minor currency inconsistency (EUR vs GBP) for estimated value
Fairness70/100

The requirements are generic and not tailored, and e-procurement is enabled. However, the inability to access the potentially crucial questionnaire via the failed PDF download poses a significant barrier to equal access and fairness for all interested organizations.

Potential lack of full document access due to failed PDF download
Contradictory 'Value Classified: Yes' flag
Practicality60/100

Electronic submission is supported, and direct links are provided for engagement. However, the failure to download the 'Official PDF Version' represents a major practical impediment for interested organizations to participate fully in the market engagement.

Official PDF Version failed to download
Data Consistency75/100

Most data fields are consistent and logical. However, there is a minor currency mismatch between the estimated value (EUR) and the description (£), and the 'Value Classified: Yes' flag contradicts the disclosed value. The 'Liable Person' field is empty.

Currency mismatch (EUR vs GBP) for estimated value
'Value Classified: Yes' contradicts disclosed value
Sustainability80/100

The core objective of the initiative is to address significant social issues (homelessness prevention and rough sleeping), demonstrating a strong social sustainability focus. The tender also explicitly seeks innovative, community-led projects.

No explicit green procurement criteria
