Original Tender Description

The West Midlands Combined Authority (WMCA) operates in a uniquely complex, politically sensitive, and partnership driven regional environment. To deliver transformation across transport, housing, skills, and economic development, WMCA requires leaders equipped to operate in matrix structures, influence without authority, and drive system wide change. The Inspirational Leadership Programme (ILP) is being launched to strengthen leadership capability at all levels and align with WMCA’s Leadership Statement (2025) and the WMCA Academy model. This pre market engagement aims to explore the market’s capacity, capability and innovative approaches to delivering a multi tiered leadership development programme. WMCA seeks early dialogue with providers to test deliverability, commercial models, regional collaboration opportunities, and approaches that align to WMCA’s organisational priorities and transformation objectives. Tender Quality Score

This pre-market engagement notice is clear in its intent to gather market insights for a leadership programme, demonstrating good clarity and specific requirements for this preliminary stage, though structured data fields show some incompleteness.

Score Breakdown

Legal Compliance75/100

The tender clearly identifies itself as a pre-market engagement, which is a legally sound preliminary step. However, the formal 'Type' and 'Procedure' fields are missing in the structured data, and the 'Liable Person' is not specified, which are minor administrative oversights for a public notice.

Missing formal procedure type/code in structured fields
Missing liable person
Clarity90/100

The description and AI-extracted requirements are exceptionally clear and unambiguous, explicitly stating the purpose of the pre-market engagement and the specific capabilities sought. The absence of formal evaluation criteria is appropriate for this preliminary information-gathering stage.

Completeness70/100

While essential information like title, organization, value, and deadlines are present, the structured data lacks the 'Liable Person', 'Type', and 'Procedure' fields. Requirements for the pre-market engagement are well-defined, but the overall structured data is not fully populated.

Missing Liable Person in structured data
Missing Type and Procedure codes in structured data
Fairness80/100

The requirements, though specific to WMCA's context, appear generic enough to invite broad market participation and do not seem tailored to a specific company. Full document access is provided, and the value is disclosed. A minor concern is the lack of explicit e-submission platform details for PME responses, which could affect equal access.

Lack of explicit e-submission platform for PME responses
Practicality65/100

The contract start date and duration are clearly specified. However, the method for submitting expressions of interest and questionnaire responses for this pre-market engagement is not explicitly detailed as an e-submission platform, which could pose practical challenges for potential providers.

No explicit e-submission method/platform specified for PME responses
Data Consistency75/100

Dates are logical and consistent, and there are no disputes or suspensions. However, the missing 'Liable Person', 'Type', and 'Procedure' fields represent inconsistencies in the completeness of the structured data.

Missing 'Liable Person', 'Type', and 'Procedure' in structured data
Sustainability50/100

The tender explicitly mentions seeking 'innovative approaches' and 'regional collaboration opportunities', which are positive aspects. However, it lacks explicit criteria or focus on green procurement or broader social aspects beyond potential regional collaboration.

No explicit green procurement criteria
Limited explicit social criteria

Strengths

Detailed and specific AI-extracted requirements for market insights
CPV code and NUTS code are correctly assigned
Value and contract duration/start date are clearly specified

Concerns

Missing formal procedure type and code in structured data
Absence of a specified liable person
Lack of explicit e-submission platform for PME responses

Recommendations

1. Populate all structured data fields, including 'Type', 'Procedure', and 'Liable Person', even for pre-market engagement notices.

3. Consider incorporating explicit green and social procurement criteria in future formal tenders, building on the 'regional collaboration' aspect.
