Tender Quality Score

This tender presents significant quality concerns, primarily due to missing critical documentation, the absence of evaluation criteria, and restrictive eligibility requirements, which severely impact fairness and completeness.

Score Breakdown

Legal Compliance55/100

While the procedure type and CPV codes are clear, and the submission period is reasonable, the 'UK supplier' requirement is restrictive. More critically, the 'Page not found' errors for essential attachments, including the Commercial Response Template, represent a significant procedural flaw impacting legal compliance.

Restrictive 'UK supplier' eligibility requirement.
Critical tender documents (e.g., Commercial Response Template) are inaccessible ('Page not found').
Clarity50/100

The project description and AI-extracted technical requirements are generally clear. However, the complete absence of specified evaluation criteria is a major deficiency, making it difficult for bidders to understand how their proposals will be assessed.

No evaluation criteria specified.
Missing 'Commercial Response Template' reduces clarity on submission format.
Completeness45/100

Basic information such as title, organization, value, duration, and deadlines are provided. However, the tender is incomplete due to the critical absence of evaluation criteria and the inaccessibility of key tender documents, including the submission template.

No evaluation criteria specified.
Two critical tender documents, including the 'Commercial Response Template', are inaccessible ('Page not found').
Fairness30/100

Fairness is severely compromised by several factors: the complete lack of evaluation criteria, the 'UK supplier' restriction which limits competition, the absence of e-submission, and the inaccessibility of the submission template, which hinders fair and equal preparation.

No evaluation criteria specified, leading to a lack of transparency.
Restrictive 'UK supplier' eligibility requirement.
Practicality45/100

While the contract start date, duration, and financing are clear, the lack of e-submission is a practical drawback. More significantly, the 'Page not found' errors for critical documents, especially the submission template, create substantial practical hurdles for potential bidders.

No electronic submission option.
Critical tender documents are inaccessible ('Page not found').
Data Consistency70/100

Most key fields are populated, and dates are logical. However, the 'Liable Person' field is empty, and the 'Page not found' errors for documents indicate an inconsistency in the tender's published content.

'Liable Person' field is empty.
Inconsistent document availability ('Page not found' errors).
Sustainability20/100

The tender does not include any explicit criteria or considerations related to green procurement, social aspects, or innovation, indicating a complete lack of focus on sustainability.

No green procurement criteria.
No social criteria.

Strengths

Clear project description and scope of work.
Basic tender information (title, reference, organization, value, duration) is provided.
CPV code is appropriately assigned.
No active disputes or suspensions.

Concerns

Absence of specified evaluation criteria.
Critical tender documents (e.g., submission template) are inaccessible.
Restrictive 'UK supplier' eligibility requirement.
Lack of electronic submission option.
No explicit sustainability (green, social, innovation) considerations.

Recommendations

1. Immediately rectify the 'Page not found' errors and ensure all essential tender documents, especially the submission template, are accessible.
2. Clearly define and publish the evaluation criteria to ensure transparency and fairness for all bidders.
3. Re-evaluate the 'UK supplier' restriction to promote broader competition, or provide a clear legal justification if it must remain.
