Original Tender Description

Bidders must submit their completed PSQ alongside their completed ITT Response which must be submitted no later than 12 noon on 20 February 2026. Upon receipt of the ITT Responses, Digital Catapult will complete a compliance review and commence the assessment and moderation of the bids to identify the Most Advantageous Tender (MAT). Tender Quality Score

This tender provides essential information but is significantly hampered by the inaccessibility of a key document and the complete absence of evaluation criteria, impacting transparency and fairness.

Score Breakdown

Legal Compliance55/100

The inaccessibility of the 'Tender Conditions' document (Lot L-2) is a critical legal compliance issue, as it likely contains essential legal terms and detailed procedural requirements. While the procedure type, CPV code, and standstill period are correctly identified, this major flaw significantly reduces the overall score.

Inaccessible 'Tender Conditions' document (Lot L-2)
Clarity50/100

While the general description and AI-extracted requirements are clear, the complete absence of specified evaluation criteria and the inaccessibility of the 'Tender Conditions' document severely undermine the clarity of the tender, making it difficult for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Inaccessible 'Tender Conditions' document (Lot L-2)
Completeness50/100

Basic information such as title, organization, value, and duration is present. However, the inaccessibility of the 'Tender Conditions' document and the lack of defined evaluation criteria represent significant gaps, making the tender incomplete in critical areas.

Inaccessible 'Tender Conditions' document (Lot L-2)
Missing evaluation criteria
Fairness45/100

The inaccessibility of the 'Tender Conditions' document creates an unfair bidding environment by denying equal access to crucial information. Furthermore, the absence of specified evaluation criteria compromises transparency and objectivity, raising concerns about the fairness of the assessment process. No obvious tailoring of requirements was observed.

Inaccessible 'Tender Conditions' document (Lot L-2)
No evaluation criteria specified
Practicality60/100

The tender provides a document URL, contract start date, and financing information. However, there is a contradiction regarding e-submission support (portal mentioned vs. 'No e-submission' flag), which creates practical uncertainty. The contingency of contract duration on funding also introduces a practical risk for bidders.

Contradiction regarding e-submission support
Contract duration is contingent on funding
Data Consistency85/100

The data is largely consistent, with no active disputes or suspensions. Minor inconsistencies include missing fields like 'Liable Person' and 'Type Code', and a slight discrepancy in the estimated value between EUR and GBP, which are not critical.

Missing 'Liable Person' and 'Type Code'
Minor currency conversion discrepancy (EUR vs GBP)
Sustainability30/100

The tender does not explicitly include any green procurement, social aspects, or innovation-focused criteria. This indicates a lack of emphasis on sustainability in the procurement process.

No explicit sustainability criteria
No social criteria

Strengths

Clear description of services sought
Use of established e-procurement portals (mytenders, CDP)
Value and duration clearly specified
Open procedure type and CPV code are correctly assigned
No active disputes or suspensions

Concerns

Inaccessible 'Tender Conditions' document (Lot L-2), preventing full understanding of requirements
Absence of specified evaluation criteria, hindering transparency and objectivity
Contradiction regarding e-submission support
Contract duration is contingent on funding, introducing uncertainty for bidders
Lack of explicit sustainability, social, or innovation criteria

Recommendations

1. Ensure all tender documents, especially 'Tender Conditions' (Lot L-2), are fully accessible and functional.
2. Clearly define and publish the evaluation criteria, including weighting, to ensure transparency and fairness.
3. Clarify the method of submission, confirming whether electronic submission is fully supported via the specified portals.
