SUBMISSION REQUIREMENTS7
--Submit the entire proposal electronically through the Estonian e-procurement platform before the stated deadline.

MANDATORY QUALIFICATIONS3
--Be a legally registered company (single entity or joint venture) capable of supplying bullet-proof vests in Estonia.
--Hold or be able to produce valid product certificates proving compliance with the ballistic standards listed in Annex 1.
--Demonstrate previous supply experience of similar ballistic-protection equipment (proof may be requested although no minimum turnover is stated).
COMPLIANCE REQUIREMENTS4
--Certify that Russian-linked subcontractors do not exceed 10 % of the total contract value (declaration required).
--Joint bidders must upload a signed power of attorney with the offer.
--Submit the completed ESPD (European Single Procurement Document) electronically via the Estonian e-procurement system.
TECHNICAL REQUIREMENTS3
--Supply exactly 100 complete ballistic protection vests in one single lot (partial deliveries/bids are not permitted).
--Vests must satisfy every ballistic, material and labelling requirement specified in Annex 1 “Ballistiliste kaitsevestide ostmine” (obtain and review this document before quoting).
--Deliver brand-new, unused vests with valid conformity certificates; no refurbished or sub-assembly products accepted.
FINANCIAL REQUIREMENTS3
--Quote a firm fixed unit price and total price in EUR, VAT excluded (VAT will be added at 24 %).
--Ensure the total bid price does not exceed the buyer’s budget of 48 000 EUR (excl. VAT).
--Be prepared to provide evidence of adequate financial standing if requested during the evaluation.
