MANDATORY QUALIFICATIONS3
--Be an authorised reseller/distributor for every workstation component with written proof of full manufacturer product-support rights.
--Name a single Estonian-registered entity that will provide local warranty service for the entire 12-month (Lot 1) / 36-month (Lot 2) period.
--Hold (or formally pool via joint-and-several undertaking) all economic, financial and technical capacity needed to supply, integrate and support the lots bid.
COMPLIANCE REQUIREMENTS3
--Certify that <10 % of the contract value involves Russian-linked subcontractors (ownership, control or origin).
--Submit a completed Estonian “tender passport” (ESPD) for every bidder, including any joint venture or foreign branch.
--Accept all draft contract clauses: fixed all-inclusive price, delivery deadline, acceptance-only payment, exclusion for non-compliance.
