SUBMISSION REQUIREMENTS3
--– Upload completed ESPD (v2.0 extended, electronic only) together with all mandatory forms: Form 3 (price table), Form 4 (personnel), Form 5 (work plan), Form 8 (only if consortium).
--– Attach portfolio evidence and broker licence copies proving experience and qualifications.
--– Submit offer before the e-tender deadline; late or incomplete bids are rejected automatically.
MANDATORY QUALIFICATIONS4
--– Hold a valid Estonian economic activity licence (or equivalent) for real-estate brokerage services covering the whole territory of Estonia.
--– Employ/engage at least four region-based Estonian real-estate brokers, each holding the Estonian Level-5 broker certificate (or proven equivalent).
--– Demonstrate prior experience in selling state-owned or similar surplus/secondary real-estate assets (portfolio evidence required).
COMPLIANCE REQUIREMENTS5
--– Submit a signed Form 2 unconditional acceptance of all tender conditions and pricing.
--– File the complete offer and ESPD exclusively through the Estonian e-procurement portal (eRHR); paper or e-mail submissions lead to rejection.
--– Accept that all referenced standards are read as “or equivalent”.
TECHNICAL REQUIREMENTS5
--– Deliver a single, unified sales & marketing strategy for all A- and C-category properties (A = residential, C = non-residential).
--– Complete mandatory Form 5 “Töökorralduskava” (work-organisation plan) answering every question without cross-references; plan must cover marketing channels, content calendar, specialised/rural property tactics and 2026 market outlook.
--– Provide professional photography, descriptive texts and full marketing collateral for each object.
FINANCIAL REQUIREMENTS3
--– Quote a firm percentage commission for A-category properties and a separate percentage for C-category properties (both mandatory price components).
--– Ensure quoted percentages are all-inclusive (no hidden fees) and fixed for the contract duration.
--– Demonstrate adequate financial capacity (turnover, liquidity) via ESPD; no bankruptcies, tax arrears or ongoing liquidation.
