God

Anbudskvalitetsscore

This tender for operating children's homes is generally well-structured with clear objectives and a substantial estimated value. However, it lacks specific evaluation criteria and details on submission procedures, impacting overall clarity and practicality.

Poengfordeling

Juridisk samsvar75/100

The tender appears to comply with general procurement regulations, including a clear CPV code and a competitive flexible procedure. Deadlines are provided, though the submission deadline might be considered tight given the complexity. No disputes are noted. The absence of a reveal date is a minor procedural oversight.

Missing reveal date
Klarhet80/100

The description of the service and the target demographic is clear and detailed, outlining the specific needs of the children and the council's objectives. However, the absence of specified evaluation criteria leaves potential bidders uncertain about how their submissions will be assessed.

No evaluation criteria specified
Fullstendighet70/100

Most basic information is present, including title, organization, estimated value, and contract duration. The contract start date and submission deadline are also specified. However, the lack of accessible tender documents with content limits the completeness of the information available to potential bidders.

No document content available
Rettferdighet85/100

The tender is open and the estimated value is disclosed. The eligibility requirements, while specific, are based on demonstrable competence rather than favouring particular companies. The use of a competitive flexible procedure suggests a fair process. The lack of explicit evaluation criteria could be a concern for fairness if not addressed.

Praktisk gjennomførbarhet65/100

The tender specifies a contract start date and duration. The estimated value and financing information are present. However, the lack of information regarding e-submission and the unavailability of document content hinder the practical aspects of the bidding process.

No e-submission
No document content available
Datakonsistens90/100

Key fields such as title, reference, organization, value, and dates are populated consistently. There are no reported disputes or suspensions. The dates provided (submission deadline, contract start) are logically sequenced.

Bærekraft50/100

The tender does not explicitly mention green procurement, social aspects beyond the core service, or innovation. It is also not indicated as EU funded, which limits the sustainability score.

Not green procurement
No social criteria

Styrker

Clear description of service needs and objectives
Substantial estimated value and contract duration
Specific and relevant CPV code
Open procedure with disclosed value

Bekymringer

Missing evaluation criteria
No accessible tender document content
Lack of e-submission details
Potential for a tight submission deadline

Anbefalinger

1. Provide clear evaluation criteria to ensure transparency.
2. Make tender documents readily accessible with full content.
3. Clarify the e-submission process.
