Opprinnelig anbudsbeskrivelse

Nottingham City Council would like to appoint a conservation build Main Contractor to deliver a programme of urgent repairs at Newstead Abbey. Newstead Abbey is Grade 1 Listed and a Scheduled Monument. It is internationally significant for its unique association with the poet Lord Byron and as a site of immense historical and architectural importance. The Abbey, set in 300 acres of parkland, is an excellent example of an English country house built on the site of the former Augustinian Abbey following the dissolution of the monasteries. The Abbey retains the original medieval cloisters, one of only a handful of surviving examples in the country. The West Front is the original façade of the old priory church and dates back to 1274, and the house is a fine example of the early 19th Century Gothic Revival. The Abbey and park were gifted to Nottingham City Museums (NCM) in 1931. It has operated as a museum since with maintenance costs met by the City Council. The Abbey is home to NCM's house collection, costume and textile collection and Designated lace collection. The Abbey is on the Heritage at Risk Register due to the poor condition of the House. A 2014 condition survey by Purcell stated then that repairs to the roofs was urgent. A decade later (roofs unable to be repaired due to cost) the condition of the building caused by further ingress has deteriorated to the degree that propping of internal public areas has become necessary due to the danger of ceilings collapsing. It is essential the repair work is carried out within the project's timeframe otherwise the site is at serious risk. The full programme of repairs will be delivered over five phases. This tender is for Phase 1 works only which includes: • Upgraded fire and security alarms throughout the Abbey House. • Replace life-expired lead and copper roofs to the Cloisters and Salon • Upgrade lightening protection • Expand and upgrade the visitor toilets • Remove, or reduce the height of, a redundant water tank in the Sussex Tower and reinstate the roof at the original level • Redesign and install fit for purpose rainwater goods Phase 1 repair programme is externally grant funded by Arts Council England's Museum Estate and Development Fund and the National Lottery Heritage Fund. Full details of the requirements and schedule of works can be located within the tender pack.

Anbudskvalitetsscore

This tender for conservation build works at Newstead Abbey is generally well-structured, with a clear description of the project and its historical significance. However, it lacks specific details on evaluation criteria and document content, impacting completeness and practicality.

Poengfordeling

Juridisk samsvar75/100

The tender appears to comply with general procurement regulations, including the use of a proper CPV code and an open competition procedure. Deadlines are provided, though the submission deadline might be considered tight given the complexity of the project. No disputes are indicated. The procedure is 'Below threshold - open competition', which suggests adherence to relevant thresholds.

Klarhet80/100

The description of Newstead Abbey and the urgent need for repairs is very clear and compelling. The scope of Phase 1 works is well-defined. However, the AI-extracted requirements indicate that many specific details are to be found within the tender pack, which is not accessible here.

Specific requirements are deferred to the tender pack.
Fullstendighet70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The description is detailed. However, crucial information regarding evaluation criteria and the content of the tender documents is missing, which significantly impacts the completeness of the information provided in this summary.

No document content available.
Missing evaluation criteria.
Rettferdighet85/100

The tender is an open competition, suggesting a fair process. The estimated value is disclosed. The requirements, as listed, seem objective and related to the project's needs, focusing on conservation build experience. There is no indication of requirements tailored to specific companies. The AI-extracted requirements mention 'Mandatory Exclusion Grounds' and 'Eligibility Requirements' which are standard and fair.

Praktisk gjennomførbarhet65/100

The tender specifies an estimated value, contract duration, and start date. Financing is mentioned as external grant funding. However, the lack of accessible tender documents and the absence of information regarding e-submission methods limit the assessment of practicality. The contract start date is very close to the submission deadline.

No e-submission information.
Contract start date is very close to submission deadline.
Datakonsistens90/100

Key fields such as title, reference, organization, value, and dates are populated. The status is 'active'. There are no indications of suspension or disputes. The dates provided (submission deadline and contract start) are logically sequential, although the gap is very short.

Bærekraft50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is externally grant funded, which is a positive characteristic, but not directly a sustainability initiative within the procurement itself.

No explicit green procurement criteria.
No explicit social criteria.

Styrker

Clear and compelling project description.
Detailed technical requirements for conservation build.
Open competition procedure.
Disclosure of estimated value.

Bekymringer

Missing evaluation criteria.
No accessible tender document content.
Short timeframe between submission deadline and contract start.

Anbefalinger
