TfGM har som mål å etablere en Greater Manchester Contractor Recruitment Services Framework (GMCRSF) og søker partnerskap med rekrutteringsbyråer. Målet er å effektivisere anskaffelsen av byråtjenester hos TfGM, og adressere eksisterende ineffektiviteter og inkonsekvenser. Dette initiativet søker å forbedre operasjonell effektivitet, forbedre kvaliteten på tjenesteleveransen og sikre samsvar med Procurement Act 2023. For tiden bruker TfGM en Preferred Supplier List (PSL) av rekrutteringsbyråer for å tilby både fast og kontraktansatt personell, som dekker stillinger fra nybegynnernivå til ledelse, på tvers av flere avdelinger som IT, prosjektledelse, busstjenester og transport. Byråene på PSL spesialiserer seg innen ett eller flere faglige områder. Greater Manchester Contractor Recruitment Services Framework vil være TfGM's foretrukne metode for anskaffelse av entreprenørtjenester. Den foreslåtte rammeavtalen vil omfatte alle entreprenørrekrutteringsrelaterte tjenester som kreves av TfGM over en fireårsperiode og vil være tilgjengelig for bruk i hele organisasjonen, inkludert GMCA, Greater Manchester-rådene, brannvesenet og Greater Manchester Police. Rammeavtalen vil bestå av 5 lotter, og hver lodd vil dekke en bestemt spesialisering.
