Wirral Council heeft een Dynamisch Aankoopsysteem (DPS) opgezet voor de levering van passagiersvervoerdiensten. Dit DPS blijft gedurende de looptijd van het DPS open voor elke leverancier die deelname wil aanvragen. De Raad stelt voor om contracten af te sluiten voor periodes van maximaal 3 jaar, afhankelijk van de behoefte, met opties tot verlenging. Dergelijke verlengingen zullen ter discretie van de Raad zijn en onderhevig aan bevredigende prestaties. Een combinatie van Lots/routes kan worden aanbesteed.
