Originele aanbestedingsbeschrijving

The Met Office is responsible for services delivering meteorological observations to a global audience on behalf of three EUMETNET Observations Programmes (E-Profile, EGVap and E-ABO). The Met Office has delivered these observations services for more than a decade. The IT systems delivering the services managed by the Met Office, on behalf of EUMETNET, are commonly known as Datahubs. The E-ADAS (EUMETNET AMDAR data acquisition system) Datahub processes AMDAR observations from European airlines that are part of the EUMETNET aircraft-based observations programme (EABO). The E-Profile Datahub processes data from several types of observing instrument that vertically profile the atmosphere. These instruments include radar wind-profilers, automatic LIDARs and Ceilometers. The E-GVap Datahub is the simplest of the three. The E-GVap Datahub receives data in a standard format (from the geodetic community) and converts these data into a format that can be used by NMHSs. The three Datahubs are currently operational but are reaching end-of-life due to their age and deployment on Met Office on-premises platforms (LINUX VMs). The use of on premises platforms is contrary to the Met Office strategy of using public cloud (i.e.Microsoft Azure or Amazon Web Services). To ensure the long-term viability of the datahubs, the Met Office is looking to work with a partner to redevelop and then operationally support all three datahubs.

Kwaliteitsscore aanbesteding

This tender for the redevelopment and support of EUMETNET observation data hubs is generally well-structured, with clear technical requirements and a disclosed budget. However, it lacks specific evaluation criteria and details on the submission process, impacting overall clarity and practicality.

Scoreoverzicht

Wettelijke naleving75/100

The tender adheres to standard open procedure requirements, with a clear CPV code and no immediate red flags regarding disputes or regulatory non-compliance. The deadline, while potentially tight, is within a reasonable range for an open procedure. The absence of a specified reveal date for documents is a minor oversight.

Missing reveal date for documents
Duidelijkheid80/100

The description of the project and the technical requirements for the data hubs are well-defined, including specific technologies like Microsoft Azure or Amazon Web Services. However, the lack of specified evaluation criteria leaves potential bidders uncertain about how their submissions will be assessed.

No evaluation criteria specified
Volledigheid70/100

Most essential information such as title, reference, organization, estimated value, contract duration, and start date are present. The description is detailed. However, the absence of content for the attached tender documents and the lack of explicit financial or submission requirements reduce its completeness.

No document content available
No specific financial requirements listed
Eerlijkheid85/100

The tender is an open procedure, ensuring broad access. The estimated value is disclosed, and the technical requirements are objective and based on project needs, not tailored to specific companies. The use of e-procurement is implied but not explicitly stated as mandatory for submission.

Praktische uitvoerbaarheid65/100

The tender specifies a contract start date and duration, and the estimated value is clear. However, the lack of explicit information regarding e-submission methods and the absence of details on financing sources or specific document URLs for submission hinder practical application.

No e-submission method specified
No financing information provided
Gegevensconsistentie90/100

Key fields such as title, reference, organization, value, and dates are consistently populated. There are no reported disputes or suspensions. The dates provided (submission deadline, contract start) are logically sequenced.

Duurzaamheid50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which would typically imply adherence to certain sustainability standards.

Not green procurement
No social criteria mentioned

Sterke punten
