Kwaliteitsscore aanbesteding

This tender presents a well-structured framework with a highly detailed scope of services, demonstrating a strong commitment to sustainability and innovation. However, it is significantly hampered by critical omissions of fundamental procurement elements such as explicit mandatory exclusion grounds, financial requirements, and evaluation criteria.

Scoreoverzicht

Wettelijke naleving75/100

The tender clearly defines the procedure type and CPV codes, and there are no reported disputes. However, the absence of explicit mandatory exclusion grounds and specified evaluation criteria in the provided information represents a significant legal compliance gap, potentially affecting adherence to national procurement regulations.

Missing explicit mandatory exclusion grounds
Missing evaluation criteria
Duidelijkheid80/100

The description of services across all lots is exceptionally clear, detailed, and unambiguous, as are the AI-extracted eligibility and technical requirements. Nevertheless, the complete absence of specified evaluation criteria is a critical flaw that severely impacts clarity for potential bidders.

No evaluation criteria specified
Volledigheid70/100

Basic information, estimated value, deadlines, duration, and location are all well-defined. However, the tender lacks explicit mandatory exclusion grounds, financial requirements, and evaluation criteria, which are crucial components for a complete tender package.

Missing explicit mandatory exclusion grounds
Missing financial requirements
Eerlijkheid85/100

The requirements appear generic and not tailored to a specific company, and the multi-lot structure promotes broader participation. However, the lack of specified evaluation criteria significantly compromises transparency and objectivity, and the absence of e-submission limits equal access.

No evaluation criteria specified
No e-submission
Praktische uitvoerbaarheid65/100

The contract start date and duration are clearly specified. A significant practical drawback is the reported lack of electronic submission capabilities, which is a standard expectation in modern public procurement. A direct document URL is also not explicitly provided.

No electronic submission supported
Document URL not explicitly provided
Gegevensconsistentie90/100

Most key fields are populated, and dates are logical and consistent. There are no reported suspensions or disputes. Minor omissions, such as the 'Liable Person' field and the procedure 'Code', do not significantly detract from overall data consistency.

Liable Person field is empty
Procedure Code field is empty
Duurzaamheid90/100

The tender's description explicitly integrates numerous elements related to sustainability (e.g., low carbon approaches, decarbonisation), social aspects (e.g., accessible infrastructure, inclusive design, community engagement), and innovation (e.g., future mobility, BIM, behavioural change science) across its various service lots.

Sterke punten

Highly detailed and clear description of services across multiple lots
