Originele aanbestedingsbeschrijving

Goed

Kwaliteitsscore aanbesteding

This preliminary market engagement notice provides a clear overview of a significant water infrastructure project, detailing its scope and procurement model, but lacks specific tender details such as estimated value, formal procedure type, and evaluation criteria, which are expected to be defined in future stages.

Scoreoverzicht

Wettelijke naleving75/100

The tender is in a 'planning' status and serves as a preliminary market engagement notice, which explains the absence of a formally defined procedure type in the designated fields, though the description clarifies the intent for an open tender under the DPC model. The CPV code is provided but noted as preliminary. No disputes are recorded. The estimated value is classified, and the reveal date is missing, which are minor compliance issues for a preliminary notice.

Missing formal procedure type
Classified estimated value
Duidelijkheid80/100

The project description is exceptionally clear, detailing the purpose, scope, and procurement model. AI-extracted eligibility, technical, and financial requirements are well-defined and understandable. However, evaluation criteria are explicitly stated as missing, which would be a significant clarity issue for a formal tender, but is expected for a preliminary notice.

No evaluation criteria specified
Volledigheid70/100

The notice includes essential basic information, a detailed project description, and attached documents. Key elements like the estimated value are classified, and formal procedure type and evaluation criteria are missing, which significantly impacts completeness, even for a preliminary market engagement.

Estimated value not disclosed/classified
Missing formal procedure type
Eerlijkheid65/100

Document access is provided, and requirements appear generic for the scale of the project, not tailored. However, the classified estimated value reduces transparency and makes it difficult for potential bidders to assess the opportunity fairly. The absence of e-submission and specified evaluation criteria are also drawbacks for fairness in a future formal tender.

Estimated value classified
No e-submission
Praktische uitvoerbaarheid60/100

The contract start date and duration are clearly specified. However, the lack of electronic submission support and the classified estimated value are significant practical impediments for potential bidders in assessing the project and preparing for a future tender. Financing information is limited to the DBFMO model.

No electronic submission support
Estimated value classified
Gegevensconsistentie80/100

Most key fields are populated, and dates are logical and consistent. There are no recorded disputes or suspensions. However, the 'Type' and 'Procedure' fields are empty, and the 'Liable Person' is not specified, indicating some data gaps.

Empty 'Type' and 'Procedure' fields
'Liable Person' not specified
Duurzaamheid75/100

The project's core objective is highly sustainable, focusing on water recycling and reducing reliance on environmentally sensitive sources, and mentions advanced water treatment technologies. While the project itself is green, the tender documentation does not explicitly detail specific green procurement criteria, social clauses, or innovation requirements for bidders beyond the project's inherent goals.

No explicit green procurement criteria or social clauses for bidders

Sterke punten

Clear and detailed project description
Well-defined eligibility, technical, and financial requirements
Project's inherent focus on environmental sustainability
Long lead time for market engagement
All relevant documents are attached and summarized

Aandachtspunten

Estimated value is classified, reducing transparency
Formal procedure type is not specified in the designated field
No evaluation criteria are provided
No electronic submission support
Missing 'Liable Person' and 'Reveal Date'

Aanbevelingen

1. For future formal tender notices, ensure the estimated value is disclosed to enhance transparency and fairness.
2. Clearly define the formal procurement procedure type and provide comprehensive evaluation criteria in subsequent tender stages.
3. Implement electronic submission capabilities to improve practicality and equal access for bidders.
