Päästeamet (Estonian Rescue Board) seeks a 2-year framework agreement (Nov 2025-Nov 2027) for mandatory CASCO and motor third-party liability insurance on a fluctuating fleet of ~200 emergency and staff vehicles across Europe (excl. RU/BY/UA), requiring insurers to accept all drivers (employees, volunteers, other MoI agencies), pay broker commission, guarantee repairs at brand dealers, and offer extended cover (new-value, 10% bonus on total loss, trailer/keys/mirror sub-limits, roadside assistance) with no VAT deduction; only licensed Estonian insurers able to invoice the authority directly and meet the detailed risk/coverage terms should bid.

Päästeamet’s 2-year framework (Nov 2025-Nov 2027) for comprehensive casco cover on its M1/N1/N2 fleet is open only to licensed Estonian insurers that can issue fleet-wide full-casco including new-value, leasing-value, 10 % total-loss bonus, €1 000 trailer/€500 key & mirror extensions and nationwide brand-dealer repair service; broker participation is foreseen but the insurer remains solely liable, making professional capacity and claims-handling network the decisive bid factors.
