Vabatahtlike kaasamise kulutõhususe ja sobivaima korraldusmudeli analüüs, mille eesmärk on selgitada välja vabatahtlike kaasamisega seotud otsesed ja kaudsed kulud; hinnata vabatahtlike kaasamise lisaväärtust ohvriabi teenuste kättesaadavusele, kvaliteedile ja sotsiaalsele mõjule; selgitada välja vabatahtlike kaasamise majanduslik põhjendatus ja tõhusus võrreldes tegevusega seotud kulutustega; luua modelleeritav kulumudel, millega on võimalik hinnata vabatahtlike tegevuse tasuvuspunkti ning prognoosida vajalikku vabatahtlike panust (nt miinimumi tundides, klientide arvu vm), et süsteemi üleval pidamine oleks kulutõhus; võrrelda vabatahtlike teenuse kulusid ja tulusid ohvriabi ametnike poolt läbiviidavate teenustega; võrrelda omavahel teenuseid, kus vabatahtlikke kaasatakse; teha ettepanekuid vabatahtlike süsteemi kulutõhusaks arendamiseks.
