This tender outlines a significant bus depot electrification program with clear objectives and strong sustainability commitments, but it suffers from critical omissions regarding evaluation criteria and the lack of electronic submission.

Įvertinimo detalės

Atitiktis teisės aktams75/100

The tender defines the procedure type as 'Restricted' and 'Competitive flexible procedure', and the CPV code is appropriate. The submission period is ample, and no disputes are flagged. However, the specific codes for the procedure type are missing, and the reveal date is not provided, which are minor procedural gaps.

Missing specific codes for 'Restricted' type and 'Competitive flexible procedure'.
Reveal date is not specified.
Aiškumas60/100

The project description is very clear, detailing the scope, RIBA stages, initial depots, and future call-offs, along with overarching objectives. AI-extracted requirements are also well-defined. However, the critical absence of specified evaluation criteria significantly hinders clarity for potential bidders, making it difficult to understand how proposals will be assessed.

No evaluation criteria specified.
Užbaigtumas65/100

Basic information, financial details, timeline, classification, and a detailed description are all provided. Five tender documents are listed, indicating comprehensive documentation. Nevertheless, the tender is incomplete without explicit evaluation criteria, which is a fundamental component for any competitive procurement. The 'Liable Person' field is also empty.

No evaluation criteria specified.
Missing 'Liable Person' information.
Sąžiningumas55/100

The tender provides full document access and discloses the estimated value, which promotes transparency. The submission period is very generous, allowing ample time for preparation. However, the absence of evaluation criteria severely compromises fairness, as bidders cannot objectively tailor their proposals or understand the basis of selection. The lack of e-submission also creates an unnecessary barrier to equal access.

No evaluation criteria specified.
No electronic submission (e-submission) supported.
Praktiškumas65/100

The contract start date and duration are clearly specified, and financing information (estimated value) is available. The primary practical concern is the lack of electronic submission, which is a standard and expected feature in modern procurement processes, simplifying participation for bidders. Document URLs are not explicitly provided, but the presence of documents implies accessibility.

No electronic submission (e-submission) supported.
Document URL not explicitly provided.
Duomenų nuoseklumas90/100

The tender exhibits good data consistency, with key fields populated and logical dates. There are no reported suspensions or disputes. Minor omissions like the 'Liable Person' and specific procedure codes do not significantly detract from overall data integrity.

Missing 'Liable Person' information.
Missing specific codes for 'Restricted' type and 'Competitive flexible procedure'.
Tvarumas90/100

The tender demonstrates a strong commitment to sustainability, explicitly mentioning the objective to 'sustainably and safely develop' infrastructure, support TfGM's 'carbon neutral ambition by 2038', and deliver 'tangible social value benefits'. It also emphasizes 'innovation' for efficiency and effectiveness, indicating a comprehensive approach to sustainable procurement.

Privalumai

Clear and detailed project description with well-defined objectives.
Strong explicit commitment to sustainability, social value, and innovation.
Ample submission period for bidder preparation.
Value disclosed and documents available.
Good data consistency with logical dates and no disputes.

Problemos

Critical absence of specified evaluation criteria.
Lack of electronic submission (e-submission).
Requirement for a 'single contracting partner' may limit competition.
Missing specific procedure codes and 'Liable Person' details.

Rekomendacijos

1. Immediately publish detailed evaluation criteria to ensure transparency and fairness for all bidders.
2. Implement electronic submission capabilities to streamline the bidding process and enhance accessibility.
3. Consider whether the 'single contracting partner' requirement could be re-evaluated to foster broader competition, if appropriate for the project scope.
