Konkurso kokybės įvertinimas

This Preliminary Market Engagement (PME) notice is well-structured and clearly communicates its purpose to gather market feedback for a significant coastal and flood works framework. While it excels in clarity and adherence to pre-procurement regulations, a notable inconsistency in the estimated contract value and a failed document download slightly detract from its overall quality.

Įvertinimo detalės

Atitiktis teisės aktams85/100

The PME is published in accordance with the Procurement Act 2023, demonstrating adherence to national regulations for pre-procurement activities. Deadlines for feedback are reasonable, and the CPV code is appropriate for the scope of works. No disputes or suspensions are noted.

Aiškumas90/100

The tender description is exceptionally clear, outlining the purpose of the PME, the proposed framework structure, lot divisions, call-off options, and contract types. The AI-extracted requirements accurately reflect the content and clearly indicate which details will be provided in the formal tender, which is appropriate for this stage.

Užbaigtumas70/100

Most essential information, including title, organization, reference, deadlines, and duration, is provided. However, there is a significant inconsistency between the stated estimated value (90,000,000.00 EUR) and the value mentioned in the description and summaries (up to £75M). Additionally, one of the four listed documents failed to download.

Inconsistent estimated value (EUR vs GBP/description)
One document failed to download
Sąžiningumas80/100

The PME process itself promotes fairness by actively seeking market input to shape the future procurement. The intention to use an e-procurement system for formal stages supports equal access. Requirements are generic and not tailored. The value inconsistency and failed document are minor detractions from full transparency.

Inconsistent estimated value

Praktiškumas75/100

The tender clearly specifies the contract start date and duration. Electronic submission is planned for the formal procurement stages via 'Intend'. Financing context is provided, mentioning local authority and capital funding, as well as EA funding cycles for extensions.

No direct document URL provided in the text (assuming platform provides it)
Duomenų nuoseklumas65/100

A significant inconsistency exists in the estimated contract value, with the main field stating 90,000,000.00 EUR while the description and summaries refer to 'up to £75M'. This discrepancy could cause confusion for potential bidders. The 'Liable Person' field is empty.

Inconsistent estimated value (EUR vs GBP/description)
Empty 'Liable Person' field
Tvarumas30/100

The PME does not explicitly mention any green procurement, social aspects, or innovation focus. While this is a preliminary stage, it represents a missed opportunity to signal the authority's commitment to these areas in the upcoming framework.

No explicit mention of green procurement criteria
No explicit mention of social aspects

Privalumai

Clear communication of PME purpose and framework structure.
Adherence to Procurement Act 2023 for pre-procurement.
Detailed scope for each proposed Lot.
Use of NEC4 contract forms specified.
Intention to use e-procurement for formal stages.

Problemos

Significant inconsistency in estimated contract value.
One listed document failed to download.
Lack of explicit sustainability, social, or innovation criteria.
'Liable Person' field is empty.

Rekomendacijos

1. Clarify and correct the estimated contract value to ensure consistency across all tender documents.
2. Ensure all listed documents are accessible and downloadable.
3. Consider incorporating sustainability, social value, and innovation objectives into the framework's future evaluation criteria and scope.
