Konkurso kokybės įvertinimas

This tender provides a clear service description but is significantly hampered by the critical absence of evaluation criteria and lack of e-submission, impacting transparency and fairness.

Įvertinimo detalės

Atitiktis teisės aktams60/100

The tender defines the procedure type and CPV code correctly, and there are no disputes. However, the complete absence of specified evaluation criteria and the lack of explicit mandatory exclusion grounds are significant legal compliance issues regarding transparency and equal treatment for bidders.

Missing evaluation criteria
No specific mandatory exclusion grounds provided
Aiškumas70/100

The service description, including the 'Block' and 'Spot' elements, is very clear and detailed. The AI-extracted requirements are also well-articulated based on the provided text. However, the critical omission of evaluation criteria makes it unclear how bids will be assessed, which is a major clarity deficiency for potential providers.

No evaluation criteria specified
Užbaigtumas70/100

Most basic information such as title, reference, organization, value, duration, and contract start date are clearly provided. Documents are listed and summarized. However, the fundamental absence of evaluation criteria renders the tender incomplete from a bidder's perspective.

Missing evaluation criteria
Sąžiningumas60/100

The tender value is disclosed, and requirements appear functional rather than overtly tailored. However, the lack of specified evaluation criteria severely compromises fairness and transparency, as bidders cannot understand the basis of award. The absence of e-submission also limits equal access, and the 'single provider' requirement, while not tailored, can restrict competition.

No evaluation criteria specified
No e-submission
Praktiškumas65/100

The contract start date and duration are clearly specified, and financing information is available. However, the lack of electronic submission support and the absence of direct document URLs present practical hurdles for bidders in accessing and submitting their proposals efficiently.

No e-submission
No direct document URL provided
Duomenų nuoseklumas90/100

Key fields are largely populated, and dates are logical and consistent, with a reasonable period between the submission deadline and contract start. There are no reported disputes or suspensions. Minor fields like 'Liable Person' and specific procedure codes are missing but do not impact overall consistency significantly.

Missing 'Liable Person'
Missing 'Type Code' and 'Procedure Code'
Tvarumas50/100

The core service itself, specialist supported living for autistic adults, inherently addresses significant social needs. However, the tender documentation does not explicitly incorporate broader green procurement, additional social value clauses (beyond the core service), or innovation-focused criteria, indicating a missed opportunity to embed wider sustainability objectives.

Not green procurement
No explicit social criteria (beyond core service)

Privalumai

Clear and detailed service description for both 'Block' and 'Spot' elements.
Estimated value, contract duration, and start date are well-defined.
Relevant CPV code and NUTS code provided.
Documents are listed and summarized, indicating availability.
No disputes or suspensions reported.

Problemos

Critical absence of specified evaluation criteria, severely impacting transparency and fairness.
Lack of electronic submission support, hindering accessibility and efficiency.
No explicit mandatory exclusion grounds provided in the tender information.
Absence of explicit green procurement, social, or innovation criteria.
No direct document URLs provided, requiring additional steps for bidders.

Rekomendacijos

1. Immediately publish clear, objective, and weighted evaluation criteria to ensure transparency and fairness for all bidders.
2. Implement an e-submission platform for this and future tenders to enhance accessibility, efficiency, and security.
3. Integrate explicit social value, environmental, and innovation clauses where appropriate, aligning with modern public procurement best practices.
