Originalus konkurso aprašymas

Glazgo miesto taryba kviečia teikti pasiūlymus dėl lankstaus bendrosios sutarties, siekiant teikti integruotas psichikos sveikatos ir gerovės paramos paslaugas mokykloms visoje Glazge ir Rytų Renfrewshire. Aiškumo dėlei, šios lanksčios bendrosios sutarties pagrindu teikiamos paslaugos patenka į „socialinių ir kitų specifinių“ paslaugų apibrėžimą pagal 2015 m. Škotijos viešųjų pirkimų taisykles. Nepaisant termino „bendroji sutartis“, šis pirkimas naudoja taisyklių 7 skirsnyje, ypač 76 reglamente, numatytą lankstumą. Šiame ITT aprašoma Tarybos naudojama procedūra šiam pirkimui.

Konkurso kokybės įvertinimas

This tender for mental health and wellbeing support services is generally well-structured with clear service objectives and compliance with national regulations. However, the critical absence of evaluation criteria and some detailed requirements significantly impacts clarity and fairness for potential bidders.

Įvertinimo detalės

Atitiktis teisės aktams75/100

The tender clearly defines the procedure type as 'Open procedure' and assigns an appropriate CPV code. It explicitly states compliance with the Public Contracts (Scotland) Regulations 2015 for 'social and other specific' services, indicating adherence to national regulations. There are no reported disputes or suspensions. However, the absence of explicitly detailed mandatory exclusion grounds (beyond a general reference to standard legal requirements) and the missing reveal date represent minor disclosure gaps.

Missing reveal date
Mandatory exclusion grounds not explicitly detailed
Aiškumas60/100

The overall description of the service (embedded mental health and wellbeing support in schools) is clear and unambiguous. However, a significant concern is the explicit absence of specified evaluation criteria, which severely hinders bidders' understanding of how their proposals will be assessed. Furthermore, some requirements, such as 'adequate insurance' or 'complete specific statements,' lack detailed specifications, reducing overall clarity for potential suppliers.

No evaluation criteria specified
Some requirements lack detailed specifications
Užbaigtumas70/100

The tender provides essential basic information including title, reference, organization, estimated value, and contract duration. All four associated documents are listed and summarized. Location information (NUTS code, Glasgow and East Renfrewshire) is also provided. Nevertheless, the tender is incomplete due to the explicit lack of evaluation criteria and the absence of specific financial stability requirements, which are crucial for a comprehensive bid submission.

Missing evaluation criteria
No specific financial stability requirements detailed
Sąžiningumas55/100

The tender promotes fairness by disclosing the estimated value and indicating that full procurement documents are available on Public Contracts Scotland. The characteristic 'E-Procurement' suggests equal access through electronic means. However, the complete absence of specified evaluation criteria is a major impediment to fairness, as it prevents bidders from understanding the basis of award and demonstrating their capabilities effectively. There is no indication that requirements are tailored to a specific company.

No evaluation criteria specified
Praktiškumas65/100

The tender lists 'E-Procurement' as a characteristic, implying support for electronic submission, which enhances practicality. The contract duration is clearly specified. However, the contract start date is not provided, and while documents are stated to be on Public Contracts Scotland, a direct URL is not included in the provided snippets. There is also a contradiction between the 'E-Procurement' characteristic and the automated check stating 'No e-submission,' which creates ambiguity regarding the practical submission method.

Contract start date not known
Direct document URL not provided in snippet
Duomenų nuoseklumas70/100

Most key fields are populated, and dates (submission deadline relative to today's date) are logical. There are no reported disputes. However, the 'Liable Person' field is empty, and the reveal date is missing. A significant inconsistency arises from the tender's 'E-Procurement' characteristic being contradicted by the automated check's 'No e-submission' flag, which requires clarification.

Empty 'Liable Person' field
Missing reveal date
Tvarumas50/100

The tender's core objective, providing 'Embedded Mental Health and Wellbeing Support in Schools,' inherently addresses significant social aspects, which is a strong positive for sustainability. While it requires Quality Assurance and Environmental Management certifications, it does not explicitly focus on broader green procurement principles or innovation. The tender is not indicated as EU funded.

No explicit green procurement focus
No innovation focus

Privalumai

Clear service description and objective (strong social aspect)
Explicit reference to national procurement regulations (Public Contracts (Scotland) Regulations 2015)
Estimated value and contract duration are clearly specified
Documents are available and summarized
E-Procurement characteristic indicates modern submission methods

Problemos

Critical absence of specified evaluation criteria
Lack of detailed financial requirements and some specific eligibility/technical requirements
Contradiction regarding e-submission (E-Procurement vs. No e-submission)
Missing contract start date and liable person information
Limited focus on broader green procurement or innovation aspects

Rekomendacijos

1. Immediately publish comprehensive and objective evaluation criteria to ensure fairness and transparency for all bidders.
2. Provide more detailed specifications for all requirements, including financial stability, insurance levels, and specific statements, to enhance clarity.
3. Clarify the e-submission process and ensure consistency in all tender documentation regarding electronic procurement capabilities.
