L'objectif du marché public est de conclure un accord-cadre pour la commande de travaux de construction et de rénovation de biens immobiliers appartenant à la ville de Tartu. L'objet des contrats de marché conclus sur la base de l'accord-cadre concerne les travaux de construction et de rénovation dans les bâtiments administratifs, résidentiels et éducatifs ainsi que les installations gérés par le département des ressources urbaines de la ville de Tartu. Pour l'exécution des travaux de construction, qui font l'objet de l'appel d'offres dans ce marché public, un contrat de marché sera conclu dans chaque partie du marché public avec l'appelant ayant soumis la meilleure offre selon les critères d'évaluation, sans organiser de mini-concours. Des mini-concours seront organisés entre les appelants qui sont parties à l'accord-cadre pour la conclusion de tous les futurs contrats de marché sur la base de l'accord-cadre.
