L'objet du contrat est l'achat de matériel roulant régional de transport de voyageurs Rail Baltica avec les services associés, ainsi que des options sur des unités de matériel roulant. La spécification technique est jointe (Annexe 1). Chaque autorité contractante (Elron, LTG, Vivi) conclura un contrat séparé avec l'enchérisseur retenu. LTG et Vivi ne sont pas obligés d'acheter du matériel roulant en concluant le contrat, mais ils garantissent l'option sur le matériel roulant selon la même spécification technique et les mêmes conditions générales (Annexe 2) qu'Elron, à l'exception des conditions principales spécifiques de l'autorité contractante respective (Annexes 2.1, 2.2 et 2.3).
