L'Agence des normes des conducteurs et des véhicules (DVSA), une agence exécutive du Département des transports (DfT), effectuera une consultation précoce du marché (EME) pour le nouveau marché des services de tests théoriques. Le test théorique au Royaume-Uni est un service statutaire détenu par la DVSA, qui est un prérequis dans le parcours d'apprentissage de la conduite pour passer le test pratique.
