Score de qualité de l'appel d'offres

This Preliminary Market Engagement (PME) notice is exceptionally clear and well-structured for its purpose, effectively outlining a future multi-lot framework. However, the potential lack of electronic submission for the eventual tender and the complete absence of sustainability considerations are significant concerns.

Répartition du score

Conformité légale90/100

As a Preliminary Market Engagement (PME), the notice correctly identifies itself as not a call for competition and specifies 'None' for the procedure type. The CPV code is relevant, and the NUTS code indicates a UK context, aligning with national procurement practices for market engagement. No disputes or suspensions are noted.

Clarté90/100

The description is very clear and unambiguous, explicitly stating that it is a PME and not a call for competition. The structure of the future multi-lot, multi-supplier framework, including lots and regional sub-lots, is well-defined and easy to understand. AI-extracted requirements are clear and appropriate for this preliminary stage.

Exhaustivité85/100

All basic information pertinent to a PME is provided, including title, reference, organization, estimated value, duration, and contract start date. The framework's structure and requirements for expressing interest are clearly defined. The absence of full tender documentation is inherent to a PME.

Équité70/100

The PME itself promotes fairness by engaging the market early and outlining generic requirements for expression of interest. The multi-lot and regional sub-lot structure appears designed to offer broad opportunities. However, the automated flag 'No e-submission' for the eventual tender raises concerns about equal access and transparency, and evaluation criteria are not yet specified.

No e-submission for the eventual tender process.
Evaluation criteria not specified (expected for PME, but a future fairness risk).
Aspect pratique60/100

While the PME process, involving Expression of Interest and RFI via an activity dashboard, appears practical, the 'No e-submission' flag indicates a potential lack of electronic bid submission for the actual tender. This would be a significant practical drawback in modern procurement. Contract start date and duration are clearly specified.

No e-submission for the eventual tender process.
Cohérence des données85/100

Most key fields are populated and consistent, with logical dates for submission, contract start, and duration. There is a minor inconsistency in the estimated value, stated as 600,000,000.00 EUR in basic info and £500 million in one document summary, but the primary value is clear.

Minor currency discrepancy in estimated value (EUR vs GBP in summary).
Durabilité20/100

There is a complete absence of any mention of green procurement, social aspects, or innovation focus within the tender documentation. This indicates a missed opportunity to integrate modern sustainability principles into the procurement strategy, even at this preliminary stage.

No green procurement criteria.
No social criteria.

Points forts

Clear and unambiguous description of the PME and future framework.
Well-defined multi-lot and regional sub-lot structure.
Comprehensive basic information for a PME.
Good legal compliance for a preliminary market engagement.
Generic and fair requirements for expressing interest.

Préoccupations

Potential lack of electronic submission for the eventual tender.
Complete absence of sustainability, social, or innovation criteria.
Evaluation criteria not yet specified (future risk).
Minor currency inconsistency in estimated value.

Recommandations

1. Clarify the electronic submission process for the eventual tender and ensure full e-procurement capabilities.
2. Integrate sustainability, social, and innovation criteria into the future tender documentation.
3. Ensure full transparency and objectivity of evaluation criteria in the upcoming tender documents.
