Description originale de l'appel d'offres

This preliminary market engagement for a Water Resources Management Plan demonstrates good clarity and a strong focus on sustainability and innovation, but it suffers from a lack of formal procedure classification, undisclosed value, missing evaluation criteria, and the absence of electronic submission.

Répartition du score

Conformité légale75/100

The tender is a preliminary market engagement, which explains the absence of a formal procedure type and explicit mandatory exclusion grounds typically found in a full contract award notice. The CPV code is appropriate, and there are no disputes. The submission deadline is reasonable for this type of engagement. However, the lack of any formal 'Type' or 'Procedure' code, even for a PME, indicates a slight deviation from best practice for structured procurement notices.

Missing formal procedure type
Lack of explicit mandatory exclusion grounds (though explained by PME context)
Clarté80/100

The description of the project and its objectives is very clear and unambiguous. The AI-extracted requirements for eligibility, technical capability, and submission are well-documented and easy to understand. However, the absence of any specified evaluation criteria, even informal ones for assessing ideas, reduces clarity on what constitutes a 'successful' submission for the PME.

No evaluation criteria specified
Exhaustivité70/100

Basic information such as title, reference, organization, description, deadlines, duration, and location (NUTS code) are all provided. Documents are attached and summarized. The key missing elements are the estimated value (classified) and evaluation criteria. While value disclosure is often not required for PMEs, its absence still impacts completeness.

Estimated value not disclosed/classified
No evaluation criteria specified
Équité60/100

The requirements are generic and appear not to be tailored to a specific company, promoting broad participation. Full document access is provided. However, the classified estimated value reduces transparency. The absence of evaluation criteria means participants cannot objectively assess how their submissions will be considered. Crucially, the lack of e-submission creates an unnecessary barrier to equal access and participation.

Estimated value classified
No evaluation criteria
Aspect pratique65/100

A direct URL for additional details is provided, and the contract start date and duration are clearly specified. The lack of financial requirements is appropriate for a PME. The primary practical drawback is the absence of electronic submission, which can complicate the submission process for potential participants.

No e-submission
Cohérence des données80/100

Dates are logical and consistent, and there are no reported disputes or suspensions. Most key fields are populated. However, the 'Type' and 'Procedure' fields are explicitly marked as 'None', and the 'Liable Person' field is empty, indicating some gaps in structured data population. The value being 'Not disclosed' is consistent with 'Value Classified: Yes'.

'Type' and 'Procedure' fields are 'None'
'Liable Person' is empty
Durabilité90/100

The core subject of the tender, 'Water Resources Management Plan,' inherently focuses on environmental sustainability, addressing climate change impacts and ensuring a reliable, sustainable water supply. The tender explicitly seeks 'innovative ideas and technologies,' demonstrating a strong innovation focus. The mention of meeting 'the needs of our customers and the environment' also implies social considerations.

Points forts

Clear project description and objectives
Strong focus on sustainability and innovation
Generic and fair eligibility requirements
Good document access with external URL
Logical and consistent timeline

Préoccupations

Lack of formal procedure type and classification
Estimated value is classified/not disclosed
Absence of evaluation criteria
No electronic submission option
Missing 'Liable Person' information

Recommandations

1. Implement electronic submission for future engagements to enhance accessibility and efficiency.
2. Provide at least informal criteria for assessing ideas, even for preliminary market engagements, to improve clarity for participants.
3. Ensure all structured data fields, such as 'Type', 'Procedure', and 'Liable Person', are populated where applicable, even for PMEs.
