This tender for specialized medical provision for the British Antarctic Survey presents a clear description of services but suffers from significant completeness and fairness issues due to numerous inaccessible supporting documents and the absence of explicit evaluation criteria in the provided information. While key practical aspects like e-submission are present, the inability to access all tender documents poses a substantial hurdle for potential bidders.

Répartition du score

Conformité légale85/100

The tender defines the procedure type and CPV codes clearly, and there are no reported disputes. Deadlines are reasonable. However, the AI-extracted requirements note that mandatory exclusion grounds are not explicitly stated in the provided information, which is a minor oversight in the summary.

Mandatory exclusion grounds not explicitly stated in AI-extracted requirements
Clarté65/100

The description of the required services and responsibilities is detailed and unambiguous. The AI-extracted requirements are also comprehensive and well-structured. However, a significant clarity issue arises from the absence of explicit evaluation criteria in the provided text, which are only referenced as being in a separate RFP document.

Evaluation criteria not explicitly provided in the tender information
Exhaustivité50/100

Basic information, financial details, and timelines are well-specified. However, a critical flaw is the high number of inaccessible supporting documents (7 out of 20 documents show 'Download failed' or 'Page not found' errors), severely impacting the completeness of the publicly available tender package.

Multiple supporting documents are inaccessible ('Download failed' or 'Page not found')
Équité60/100

The tender discloses its value and supports e-procurement, which are positive for fairness. However, the inaccessibility of numerous supporting documents and the lack of explicit evaluation criteria in the provided information significantly hinder bidders' ability to prepare comprehensive and competitive proposals, thus reducing overall fairness.

Evaluation criteria not explicitly provided in the tender information
Aspect pratique70/100

Electronic submission via the Jaggaer portal is supported, and key dates like contract start and duration are provided. Some basic data fields (e.g., 'Liable Person', 'Type (Code)') are unpopulated
Durabilité30/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. This is common for many tenders but results in a lower score for this specific criterion.

No explicit focus on sustainability, social aspects, or innovation

Points forts

Clear and detailed description of the required services and responsibilities
Estimated value, duration, and contract start date are clearly specified
Electronic submission via a dedicated eSourcing portal is supported

Evaluation criteria are not explicitly provided in the tender information, only referenced as being in the RFP document
Mandatory exclusion grounds are not explicitly stated in the AI-extracted requirements
