Score de qualité de l'appel d'offres

This tender for site investigation surveys exhibits significant deficiencies in clarity, completeness, and fairness, primarily due to missing evaluation criteria and critical financial/exclusion details. While basic information is present, several key aspects of a robust procurement process are either absent or poorly defined.

Répartition du score

Conformité légale60/100

The assigned CPV code (Global navigation and positioning systems) is highly inappropriate for a broad 'Site Investigation Survey Framework', potentially misrepresenting the tender's scope. The procedure type 'Competitive flexible procedure' lacks a specific code and detailed definition, which could lead to ambiguity regarding the applicable legal framework.

Inappropriate CPV code for the described services.
Vague and undefined procedure type with missing code.
Clarté40/100

The tender critically lacks specified evaluation criteria, with Thames Water reserving the right to refine them, which creates significant uncertainty for bidders. Furthermore, mandatory exclusion grounds and specific financial requirements are explicitly stated as not provided, which are fundamental elements for a clear tender.

No evaluation criteria specified, with a reservation to refine them.
Absence of specific mandatory exclusion grounds.
Exhaustivité50/100

While basic tender information is available, the absence of crucial details such as comprehensive evaluation criteria, mandatory exclusion grounds, and specific financial requirements renders the tender incomplete. The PSQ document itself requires 'asking for access' rather than being directly provided.

Missing comprehensive evaluation criteria.
Missing mandatory exclusion grounds and specific financial requirements.
Équité30/100

The lack of specified evaluation criteria and the explicit reservation to refine them severely undermine the transparency and objectivity of the procurement process, raising significant fairness concerns. The absence of e-submission also creates barriers to equal access for potential bidders.

No specified evaluation criteria, allowing for potential subjective assessment.
Reservation of the right to refine award criteria compromises transparency.
Aspect pratique40/100

The tender does not support electronic submission, which is a significant practical drawback in modern procurement. Additionally, the contract start date being identical to the submission deadline is highly impractical and suggests an oversight in the tender's timeline planning.

No electronic submission support.
Contract start date is illogical, coinciding with the submission deadline.
Cohérence des données60/100

There is a notable inconsistency between the broad 'Site Investigation Survey Framework' description and the narrow CPV code for 'Global navigation and positioning systems'. The contract start date being the same as the submission deadline is also illogical and inconsistent with a typical procurement timeline.

Inconsistency between CPV code and tender description.
Illogical contract start date coinciding with the submission deadline.
Durabilité20/100

The tender explicitly lacks any mention of green procurement, social criteria, or innovation focus. This indicates a missed opportunity to integrate modern sustainability and social responsibility principles into the procurement process.

No green procurement criteria.
No social criteria included.

Points forts

Clear description of the framework's purpose and scope.
Estimated value and contract duration are clearly specified.
Multiple documents are available for review.
Value is disclosed and not classified.

Préoccupations

Absence of clear evaluation criteria and the right to refine them.
Inappropriate CPV code for the services described.
Lack of specific mandatory exclusion grounds and financial requirements.
No support for electronic submission.
Illogical contract start date coinciding with the submission deadline.

Recommandations

1. Immediately publish clear and objective evaluation criteria, mandatory exclusion grounds, and specific financial requirements.
2. Correct the CPV code to accurately reflect the scope of site investigation surveys.
3. Enable electronic submission to enhance fairness and efficiency of the process.
