STAR on riigi infosüsteem sellise sotsiaaltöö korraldamiseks, kus inimese probleemide lahendamiseks rakendatakse kompleksset ning sageli mitmeid eluvaldkondi puudutavaid toetusi ja teenuseid, mille põhikasutajateks on kohalike omavalitsuste sotsiaaltöö spetsialistid, SKA töötajad ja sotsiaalteenuseid osutavate ettevõtete esindajad. Riigihanke eesmärk on sõlmida raamleping kuni kolme arenduspartneriga, kes hakkavad teostama STARi hallatavate avalik teenuste ja nendega seotud tarkvara arendus- ja kasutuselevõtu töid, arhitektuuri ajakohastamist, andmekvaliteedi parandamiseks vajalikke arendustöid, kasutusmugavuse suurendamiseks ning seadusemuudatustest tulenevad lisavajadusi.

--Framework is volume-not-guaranteed; cash-flow must support potential uneven workload over 4 years
