MANDATORY QUALIFICATIONS6
--Field a 3-person **core team** (roles: PM, analyst, architect, developer, tester) – all Estonian-speaking.
--Project Manager must document **≥2 completed projects** (≥€100k & ≥12 months each) in last 5 years.
--Every other core member must prove **≥1 relevant competence** (public-sector Java/.NET, Oracle/PostgreSQL, e-gov integration, RIHA) in last 5 years.

--Declare **“No” >10 % Russian-linked subcontracting** (radio-button in ESPD).
--Submit **joint-bid mandate** if consortium.

--Bid **hourly rate ≤ €25/h** (25 % of award score).
--Accept **time-and-materials or fixed-price** invoicing with **IP transfer** to TEHIK.
--Carry **entire financial risk** under uncapped 48-month framework (no guaranteed volume).
