Katseprojektiks vajalike andmete turvalise ristkasutamise eelduste analüüs, õiguslikult ja tehnoloogiliselt sobivaima lähenemise tuvastamine, sealhulgas konkreetse privaatsuskaitse tehnoloogia väljavalimine; 2. Andmete turvalise ristkasutamise tehnoloogilise lahenduse kavandamine, elluviimine ja testimine kokkulepitud ühe või vajadusel mitme katseprojekti alusel; 3. Teostatud tehnoloogilise lahenduse laiendatavuse ja tasuvuse analüüs, et kujundada välja andmete ristkasutamise teenuse pakkumise kontseptuaalne terviklahendus.

MANDATORY QUALIFICATIONS5
--Demonstrated hands-on experience with at least one of: differential privacy, homomorphic encryption, secure multi-party computation, federated learning or equivalent PET.
--At least one completed project linking anonymised telecom/mobile location data (≥ 250 m records) with public-sector microdata without raw-record exchange.
--Prior public-sector data-integration project delivered in the EU within the last 5 years (reference letter required).
COMPLIANCE REQUIREMENTS4
--GDPR (Regulation 2016/679) data-processor compliance certificate or documented experience (ISO 27701, EuroPriSe, CSA STAR, etc.).
--Signed data-processing agreement (Andmetöötlusleping) accepting full processor liability, 72-hour breach notification and audit rights.
--Confirmation that 100 % of deliverables will be provided in digital form only (no paper).
TECHNICAL REQUIREMENTS7
--Design a licence-free, privacy-preserving cross-sector data-sharing prototype using PETs; no raw data leaves data-controller environment.
--Deliver:
--– Legal/technical feasibility memo (GDPR & Estonian statistical confidentiality compliance)
FINANCIAL REQUIREMENTS3
--Phase-1 (analysis & prototype) fixed-price offer ≤ competitive market level (25 % of total 100-point score).
--Development hourly rate and analysis hourly rate to be quoted separately (lowest rates score highest).
--No lot-splitting; single total price per bidder; framework contract with unit rates for call-offs up to EUR 750 000 over 16 months.
