Original udbudsbeskrivelse

Udbudskvalitetsscore

This tender outlines a Dynamic Purchasing System (DPS) with a commendable focus on ethical sourcing, sustainability, and social value. However, the critical absence of comprehensive tender documents and detailed evaluation criteria significantly hinders its quality and transparency for potential suppliers.

Scoreopdeling

Overholdelse af lovgivning100/100

The use of a DPS and the focus on social and sustainability criteria align with modern public procurement principles. However, the explicit absence of mandatory exclusion grounds and detailed legal requirements in the provided extract is a significant concern regarding full legal compliance and transparency.

Absence of explicitly stated mandatory exclusion grounds.
Lack of detailed legal requirements for suppliers (e.g., specific declarations, certifications).
Klarhed40/100

The overarching objectives of the DPS, particularly regarding ethical practices, sustainability, and social value themes, are clearly articulated. Nevertheless, the practical 'how-to' for suppliers to demonstrate compliance and the specific evidence required for each criterion remain undefined, leading to ambiguity.

Lack of specific details on how suppliers should demonstrate compliance with ethical, sustainable, and social value requirements.
Undefined 'Service Category,' 'Geographical Location,' and 'Additional Capabilities' for application.
Fuldstændighed83/100

This is the tender's weakest aspect. The complete absence of actual tender documents (e.g., specifications, terms and conditions, full instructions) renders the provided information fundamentally incomplete for any supplier to prepare a compliant and informed application. Key financial requirements are also missing.

Complete absence of actual tender documents.
Missing detailed evaluation criteria for both selection and subsequent call-off awards.
Retfærdighed80/100

The DPS structure, designed for openness and SME support, inherently promotes fairness. However, the lack of clear, objective evaluation criteria and detailed requirements could lead to subjective assessments, potentially undermining the principle of equal treatment among applicants.

Absence of explicit, objective evaluation criteria could lead to subjective assessment of applications.
Lack of detailed requirements might disadvantage suppliers unfamiliar with the specific expectations of the contracting authority.
Praktisk anvendelighed40/100

While the strategic intent of the DPS is practical for achieving procurement goals, the practicality for suppliers is severely hampered. Without detailed instructions on how to demonstrate broad qualitative requirements (e.g., 'ability to support local SMEs'), preparing a compliant and competitive application becomes highly challenging.

Suppliers face significant practical challenges in preparing a compliant application due to the lack of detailed instructions and evaluation criteria.
The broad and qualitative nature of some requirements without specific metrics or evidence types makes practical application difficult.
Datakonsistens100/100

The provided information is internally consistent. The title, description, and characteristics align well with the stated goals of ethical, sustainable, and social value procurement, and the roles of the organization and its subsidiary are clear.

Bæredygtighed25/100

Sustainability and social value are central to this tender, explicitly driving its design and objectives. The comprehensive themes for social value and the focus on environmental impact reduction are strong positive aspects, aligning with best practices in sustainable procurement.

Styrker

Strong emphasis on ethical sourcing, sustainability, and social value, aligning with modern procurement best practices.
Utilizes a Dynamic Purchasing System (DPS), promoting flexibility, openness, and continuous market access for suppliers, including SMEs.
Clear articulation of social value themes (Covid-19 Recovery, Tackling Economic Inequality, Fighting Climate Change, Equal Opportunity, Wellbeing).
Encourages beneficial payment terms (10 days) for suppliers and subcontractors, supporting local businesses.
Large estimated value and long duration indicate a significant and stable opportunity.

Bekymringer

Critical lack of documentation: No actual tender documents are provided, making it impossible for suppliers to understand the full scope, terms, and conditions.
Absence of detailed evaluation criteria: Without clear criteria, the assessment process for qualifying suppliers into the DPS is opaque and potentially subjective.
Vague requirements for demonstration: Many requirements are qualitative (e.g., 'demonstrate ability to support local SMEs') without specifying how this should be demonstrated or what evidence is required.
Missing mandatory exclusion grounds and financial requirements: These are fundamental components of any public procurement process and their absence in the extract is a significant oversight.
Potential for subjective interpretation: The high-level nature of requirements, coupled with missing evaluation criteria, could lead to inconsistent or subjective application of standards.

Anbefalinger

1. Publish comprehensive tender documents, including detailed specifications, terms and conditions, and clear instructions for applicants.
2. Clearly define and publish the evaluation criteria for qualifying suppliers into the DPS, including specific metrics or evidence types required for each ethical, sustainable, and social value requirement.
3. Explicitly state all mandatory and discretionary exclusion grounds, as well as any financial standing requirements.
