DWP Estates påbegynder leveringen af Estates 2030 Strategi og Vision, som vil omfatte et nyt Estates 2030 Strategisk Pipeline Optimiseringsprogram (SPOP). Estates 2030 Strategisk Pipeline Optimiseringsprogram er et DWP Estates-ledet strategisk transformationsprogram, der vil understøtte en række fremtidige genudbud og sikre overensstemmelse med design og udvikling af en ny og udviklende Target Operating Model, der omfatter en gennemgang af den interne DWP Estates-organisation og arbejdsgange. Dette program vil foretage en omfattende gennemgang af den betydelige og komplekse Estates strategiske pipeline for at sikre, at forsyningskæden er bedst organiseret og strategisk placeret til at understøtte leveringen af DWP Estates 2030-strategien. Dette program vil hjælpe med at identificere muligheder for forbedringer og effektivitet i fremtidig servicelevering på tværs af Estates-porteføljen. Ved at bruge branche bedste praksis og markedsinformation vil SPOP omfatte en gennemgang af Estates interne driftsmodel, capability mapping, vurdering og fremtidig struktur (efter intern/ekstern analyse), mobilisering af nye tjenester, der efter behov internt leveres til DWP. Der vil blive taget hensyn til DWP Estates' krav til data, systemer og rapportering samt en optimal leveringsmodel baseret på markedsinformation og optimal strategisk levering. Kernen i dette program vil være et nøglemål om at designe, levere, overgå og stabilisere bevægelsen fra den anden iteration af DWP Estates Integrator Model-tjenester til det fremtidige servicdesign, baseret på den mest effektive brug af teknologi, data og innovation gennem markedsanalyse. Dette vil omfatte understøttelse af en Delivery Model Assessment (DMA) (en "Make or Buy"-beslutning) for den nuværende kontrakt. Myndigheden er ikke forpligtet til at opretholde et minimumsniveau for brug eller engagement på tværs af nogen servicelinje. Gebyrer vil kun gælde for servicelinjer, der er aktivt engageret.
