Hampshire County Council indkøber en Åben Ramme under "Light Touch Regime" for at onboarde træningsleverandørpartnere på tværs af alle sektorer, herunder offentlige, private, frivillige/samfundsorganisationer og arbejdsgiverrepræsentantgrupper. Denne Ramme, når den er offentliggjort, forbliver åben for nye ansøgninger fra datoen for offentliggørelse i hele Rammeperioden og er opdelt efter organisationstype. Rammen skal støtte Rådet i hurtigt at reagere på tilskud og andre finansieringsmuligheder for at muliggøre levering af træning til offentligheden og medarbejdere i virksomheder på tværs af hele Hampshire amt, herunder Portsmouth, Southampton og Isle of Wight.
