Original udbudsbeskrivelse

Udbudskvalitetsscore

This tender presents a clear scope of work for geotechnical services but suffers from significant deficiencies in transparency and completeness, primarily due to the critical absence of evaluation criteria and lack of e-submission.

Scoreopdeling

Overholdelse af lovgivning60/100

The tender defines the procedure type and CPV code appropriately, and there are no reported disputes. However, the critical absence of specified evaluation criteria and the lack of explicit detail on mandatory exclusion grounds are significant legal compliance issues for an open procedure, hindering transparency and fair competition. The 'Missing reveal date' also points to a potential transparency gap in the tender documentation.

Missing evaluation criteria
Mandatory exclusion grounds not explicitly detailed
Klarhed60/100

The project scope and technical requirements are clearly described and well-categorized by the AI extraction, providing a good understanding of the services needed. However, the complete absence of evaluation criteria is a major clarity flaw, as bidders cannot understand how their proposals will be assessed, making it difficult to formulate a competitive bid.

No evaluation criteria specified
Performance conditions not explicitly detailed beyond scope
Fuldstændighed65/100

Basic information such as title, reference, organization, estimated value, duration, and location are provided. Requirements are listed, but the critical omission of evaluation criteria significantly impacts the completeness of the tender. Additionally, some minor fields like 'Liable Person' and procedure codes are empty, and one listed document failed to download.

Missing evaluation criteria
One document failed to download
Retfærdighed40/100

The estimated value is disclosed, and the submission deadline appears reasonable. However, the absence of evaluation criteria is a severe fairness issue, as it prevents objective and transparent assessment of bids. The lack of e-submission creates barriers to equal access, and the failed document download further compromises full access to tender information. While the technical requirements are specific to the job, the 'single supplier for the framework' combined with missing evaluation criteria raises concerns about potential for limited competition or bias during evaluation.

No evaluation criteria specified
No e-submission
Praktisk anvendelighed50/100

The contract start date and duration are clearly specified, which aids planning. However, the lack of electronic submission support is a significant practical drawback in modern procurement. The absence of an explicit document URL and the failure to download one document also present practical hurdles for potential bidders.

No e-submission
Document URL not explicitly provided/one document failed to download
Datakonsistens80/100

Most key fields are populated, and dates (submission deadline, contract start, duration) are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include empty fields for 'Liable Person' and procedure codes, and the 'Missing reveal date' flag.

Missing 'Liable Person' and procedure codes
Missing reveal date
Bæredygtighed20/100

The tender does not indicate any focus on green procurement, social aspects, or innovation. It is also not EU funded, which often correlates with higher sustainability standards. This suggests a missed opportunity to integrate broader sustainability objectives into the procurement process.

Not green procurement
No social criteria

Styrker

Clear and detailed description of the project scope and technical requirements.
Estimated value, contract duration, and start date are clearly specified.
Appropriate CPV code assigned and procedure type defined.
No reported disputes or suspensions, indicating a stable procurement context.
Most basic information fields are populated and data is largely consistent.

Bekymringer

Critical absence of evaluation criteria, severely impacting transparency and fairness.
Lack of electronic submission support, hindering accessibility and efficiency.
Mandatory exclusion grounds not explicitly detailed, posing a legal compliance risk.
One tender document failed to download, affecting completeness and bidder access.
No integration of sustainability (green, social, innovation) aspects.

Anbefalinger

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Enable electronic submission to enhance accessibility, efficiency, and align with modern procurement best practices.
3. Ensure all tender documents are accessible and provide explicit details on mandatory exclusion grounds.
