Original udbudsbeskrivelse

Rådet har etableret et Dynamisk Indkøbssystem til levering af børnepasning i overensstemmelse med Light Touch Regime og Public Contract Regulations 2015, bilag 3. Denne kontraktmeddelelse er til for at informere udbydere om, at den første runde af ansøgninger om at tilslutte sig DPS er afsluttet, og nye udbydere af børnepasning kan tilslutte sig denne ordning til enhver tid i løbet af det Dynamiske Indkøbssystems gyldighedsperiode. Rådet ønsker at engagere sig med passende erfarne og kvalificerede udbydere af børnepasning til at levere: Lot 1 - Tidlig barndom Lot 2 - Flying Start Lot 3 - Assisterede pladser og støttede pladser Passende kvalificerede udbydere af børnepasning kan afgive bud på en eller flere lot. Denne DPS vil erstatte en eksisterende ordning for levering af børnepasning PS1609/17/HS, som udløber den 31. marts 2023. Serviceudbydere, der i øjeblikket er tildelt den eksisterende ordning (PS1609), skal ansøge om at tilslutte sig den nye DPS-ordning. Den eksisterende ordning vil blive opsagt, når alle serviceudbydere har tilsluttet sig den nye DPS-ordning, hvilket skal ske inden den 31. marts 2023, hvor den eksisterende ordning naturligt ophører. Rådet forbeholder sig retten til at opsige den eksisterende ordnings udløbsdato efter eget skøn. Serviceudbydere, der ikke har tilsluttet sig denne DPS-ordning succesfuldt inden da, vil ikke blive anvendt af Rådet, før de har succesfuldt tilsluttet sig DPS til levering af børnepasning (DPS1003584). Til formålet med denne ordning vil udtrykket 'børnepasning' blive brugt for den ikke-statslige sektor, herunder legestuer, Cylchoedd Meithrin, vuggestuer, dagplejere, fritidsordninger på både walisisk og engelsk, herunder før- og efterskoletilbud. Serviceudbydere, der opfylder kriterierne for at tilslutte sig denne ordning, vil være underlagt relevante inspektionsmetoder afhængigt af arbejdsområdet som angivet i ITT og af Early Years Officers. Alle omkostninger og gebyrer fastsættes af Rådet. Alle lot er betinget af, at Rådet succesfuldt opnår tilskud og løbende finansieringsniveauer hvert år. Early Years vil informere Serviceudbydere om de løbende omkostninger og gebyrer ved starten af regnskabsåret. DPS's gyldighedsperiode er fra 1. februar 2023 til 31. januar 2029 med mulighed for forlængelse i op til yderligere otteogfyrre (48) måneder.
