Formålet med denne udbudsproces er at tildele en kontrakt for levering af detailvarer til Scottish Prison Service (SPS). SPS er et agentur under den skotske regerings justitsministerium og driver i øjeblikket faciliteter over hele Skotland. Ud over de sikre, operationelle institutioner driver SPS også en skole, et centralt lager og en administrativ hovedbygning. SPS's faciliteter strækker sig fra HMP Inverness og HMP&YOI Grampian i nord til HMP Dumfries i syd.
