Udbudskvalitetsscore

This tender is generally well-structured with clear objectives and detailed service requirements. However, it has critical omissions regarding evaluation criteria and mandatory exclusion grounds, which significantly impact transparency and legal compliance, alongside practical issues like the lack of e-submission.

Scoreopdeling

Overholdelse af lovgivning75/100

The procedure type and CPV code are clear, and there are no disputes. However, the missing reveal date and the absence of explicitly provided mandatory exclusion grounds (as per AI summary) are notable deficiencies impacting transparency and legal compliance.

Missing reveal date
Mandatory exclusion grounds not explicitly provided
Klarhed80/100

The description and AI-extracted requirements are very clear and understandable. However, the critical absence of explicit evaluation criteria is a major clarity issue, preventing bidders from understanding how their proposals will be judged.

No evaluation criteria specified
Fuldstændighed70/100

Most basic information such as title, reference, organization, value, and duration is present. Requirements are detailed, but the lack of evaluation criteria is a significant gap. The mention of 'Divided into Parts' without detailing actual parts for bidding is also a minor incompleteness.

No evaluation criteria specified
'Divided into Parts' without actual parts/lots detailed
Retfærdighed85/100

The tender value is disclosed, and requirements define the service type rather than being tailored to a specific company. However, the absence of evaluation criteria and the lack of e-submission significantly reduce transparency and equal access for bidders.

No evaluation criteria specified
No e-submission
Praktisk anvendelighed65/100

The contract start date and duration are clearly specified. However, the lack of e-submission support and the absence of a document URL are significant practical hurdles for bidders.

No e-submission
Document URL not provided
Datakonsistens90/100

The data is generally consistent and logical. Minor inconsistencies include empty fields for 'Liable Person' and procedure codes, and the 'Divided into Parts' characteristic without actual parts being detailed.

Empty 'Liable Person' field
Empty codes for Type/Procedure
Bæredygtighed50/100

The tender's core purpose to improve employee well-being inherently includes a social aspect for the authority's staff. However, it lacks explicit green procurement criteria, broader social criteria for the supplier, or an innovation focus.

No explicit green procurement criteria
No broader social criteria beyond internal employee well-being

Styrker

Clear and detailed description of the service aims and scope
Comprehensive AI-extracted requirements for eligibility, technical capability, and financial aspects
Transparent disclosure of estimated contract value and duration
Well-defined contract start date and duration with extension options
Multiple supporting documents listed, indicating a structured tender package

Bekymringer

Critical absence of explicit evaluation criteria, hindering transparency and fairness
Mandatory exclusion grounds are not explicitly provided in the tender information
Missing tender reveal date, impacting transparency regarding the full bidding period
Lack of electronic submission (e-submission) functionality
Absence of explicit green procurement, broader social, or innovation criteria

Anbefalinger

1. Immediately publish clear and objective evaluation criteria to ensure transparency and fairness for all bidders.
2. Ensure all mandatory exclusion grounds are explicitly stated in the tender documents for legal compliance.
3. Implement an e-submission platform to enhance accessibility, efficiency, and equal participation for bidders.
