Ursprunglig beskrivning av upphandling

Guildford and Waverley Borough Councils are seeking to appoint a suitably qualified and experienced Contractor to deliver a planned capital programme of kitchen, bathroom, WC and wet room replacement works across occupied and void residential properties within their housing stock. The scope of works comprises full renewal of kitchens and bathrooms, together with associated mechanical, electrical, ventilation, finishing and statutory compliance works. The Contractor will be required to maintain essential facilities for residents at all times (ensuring no tenant is left overnight without WC provision), minimise disruption within occupied homes, protect and reinstate tenant-owned fixtures where necessary, and ensure all installations are fully tested and certified on completion. All works must comply with current Building Regulations, BS 7671 (18th Edition Wiring Regulations), the Water Supply (Water Fittings) Regulations 1999, and all other relevant statutory requirements. The proposed contract term is three (3) years, with the option, at the Authority’s sole discretion, to extend by up to two (2) additional twelve (12) month periods (1 + 1 years), giving a potential maximum term of five (5) years. The procurement will be conducted under a Competitive Flexible Procedure in accordance with the Procurement Act 2023. The process will comprise two stages: Stage 1 – Selection Stage (PSQ) Suppliers will be required to submit a Pre-Qualification Questionnaire (PSQ) to demonstrate organisational capability, technical competence and financial standing. Following evaluation, up to a maximum of five (5) suppliers will be shortlisted to progress to the Final Tender Stage. No contract award will be made at this stage. Stage 2 – Final Tender Stage Shortlisted suppliers will be invited to submit a fully developed technical and commercial tender. Submissions will be evaluated against the published award criteria to identify the most advantageous tender for contract award.

Upphandlingskvalitetspoäng

This tender for Kitchen & Bathroom Capital Installations is generally well-structured with clear technical requirements and a defined two-stage process. However, the lack of disclosed financial value and specific evaluation criteria are notable weaknesses.

Poängfördelning

Regelefterlevnad75/100

The tender adheres to the Procurement Act 2023 and outlines a clear two-stage competitive flexible procedure. The CPV code is provided, and the contract duration is specified. The main concern is the lack of a disclosed estimated value, which can impact legal compliance regarding transparency thresholds, though it is marked as 'Value Classified'. Deadlines are present but the submission deadline relative to the contract start date might be tight depending on the actual release of full tender documents.

Estimated value not disclosed (marked as 'Value Classified')
Tydlighet80/100

The description of works is detailed and comprehensive, clearly outlining the scope, expected quality, and specific compliance requirements (Building Regulations, BS 7671, Water Supply Regulations). The two-stage process is also clearly explained. However, the absence of published award criteria in the provided text is a significant clarity issue.

No evaluation criteria specified
Fullständighet70/100

Most basic information is present, including title, reference, organization, and a detailed description of works. The contract duration and potential extension are specified. However, the estimated financial value is not disclosed, and the content of the tender documents is not available, hindering a full assessment of completeness.

Estimated Value not disclosed
No document content available
Rättvisa85/100

The tender uses a competitive flexible procedure and a two-stage process, which generally promotes fairness. The requirement for a PSQ to shortlist up to five suppliers is standard. The criteria for qualification are based on capability, competence, and financial standing, which are objective. The main concern is the lack of disclosed evaluation criteria for the final tender stage, which could impact fairness if not clearly communicated later. The value being classified also raises minor transparency concerns.

No evaluation criteria specified
Value Classified
Praktisk genomförbarhet65/100

The tender specifies a two-stage process with a PSQ and a final tender. The contract duration and start date are provided. However, the lack of information regarding e-submission methods and the absence of document URLs for accessing the PSQ or other tender documents limit practicality. The contract start date being the same as the submission deadline is a significant practical issue.

No e-submission specified
Contract start date is the same as submission deadline
Datakonsistens90/100

Key fields such as title, reference, organization, CPV code, and contract duration are populated. The status is 'active'. There are no reported disputes. The dates provided (submission deadline and contract start) are logically inconsistent as they are identical, which is a critical data consistency issue.

Submission Deadline and Contract Start date are identical
Hållbarhet50/100

The tender description does not explicitly mention any green procurement, social aspects, or innovation requirements. This suggests a lack of focus on sustainability criteria within the tender's stated objectives.

No explicit mention of green procurement
No explicit mention of social aspects

Styrkor

Detailed scope of works and technical requirements
Clear two-stage procurement process outlined
Compliance with relevant regulations specified
CPV code provided

Potentiella problem

Submission deadline identical to contract start date
Estimated value not disclosed
No evaluation criteria specified
No document content available for review

Rekommendationer

1. Clarify and adjust the submission deadline and contract start date to allow adequate time for tender preparation and evaluation.
2. Disclose the estimated contract value and publish the evaluation criteria for the final tender stage.
3. Provide direct links or access methods for all tender documents.
