Ursprunglig beskrivning av upphandling

WFD wishes to establish a panel of specialist service providers to provide technical services from time to time to support WFD's capacity and capability as part of their global support. These services are expected to support WFD primarily as part of the Democratic Governance Centre of Expertise, which WFD is delivering in partnership with the FCDO. WFD have previously operated a framework for this service, which is due to expire on 31 March 2026. WFD are building on the learning from this framework to create an enhanced model of engagement with specialist expert partners who can support with WFD strategic objectives. Interested parties should note that the contractual delivery locations could be world wide, and this would be confirmed on a case-by-case basis for individual contracts. WFD are have engaged in pre-market engagement to seek interested service providers views on the establishment of a Dynamic Market (DM) which WFD may use from time to time for any opportunities that sit above a threshold value of £207,720 (this figure may change from time to time in alignment with the requirements of the Procurement Act 2023), and the establishment of a Preferred Supplier List (PSL) for any below threshold opportunities. As part of this exercise, WFD are in a position to request applications from interested service providers to be a part of a Dynamic Market, and part of a Preferred Supplier List that will run concurrently with the Dynamic Market. Service Providers will be able to elect to apply to one or both the Dynamic Market and the Preferred Supplier list. The Dynamic Market and Preferred Supplier List will operate across the following parts (lots): Lot 1 - Expertise in Political Economy Analysis and approaches Lot 2 - Expertise in Media Freedom and Media Development Lot 3 - Expertise in Rule of Law and Justice Sector Reform Lot 4 - Expertise in Public Sector Management Reform Lot 5 - Expertise in Conflict, Security and Stabilisation Lot 6 - Expertise in Environmental Democracy and Climate Governance / justice Lot 7 - Expertise in Monitoring Evaluation and Learning Lot 8 - Expertise in Facilitation, Training, Coaching, and Adult-learning Applicants should note that WFD reserve the right to amend these parts as may be required from time-to-time throughout the lifecycle of the DM/PSL. WFD are seeking initial applications from interest suppliers by close of 06 March 2026, in order to establish the DM/PSL for use from 01 April 2026, but welcome applications throughout the lifecycle of the procurement.

Upphandlingskvalitetspoäng

This tender establishes a Dynamic Market and Preferred Supplier List for specialist technical services, demonstrating good clarity in its purpose and structure, but significantly lacks transparency regarding evaluation criteria and estimated value.

Poängfördelning

Regelefterlevnad80/100

The tender clearly defines the procedure as a Dynamic Market and Preferred Supplier List, referencing the UK Procurement Act 2023, and uses appropriate CPV codes. The initial application period is reasonable, and no disputes are reported.

Tydlighet65/100

The description of services, lots, and the application process is clear and well-structured. However, the complete absence of specified evaluation criteria for admission to the DM/PSL is a significant clarity issue for potential applicants.

No evaluation criteria specified for DM/PSL admission.
Fullständighet60/100

Basic information, deadlines, and duration are provided. However, the estimated value is classified, and crucial evaluation criteria are missing. The failure to download two documents, including 'Lot L-1', also impacts completeness.

Estimated value classified
No evaluation criteria specified
Rättvisa55/100

The tender's fairness is significantly hampered by the lack of disclosed evaluation criteria and the classified estimated value, which reduces transparency. The absence of e-submission also poses an access barrier. Requirements appear generic, which is positive.

No evaluation criteria specified
Estimated value classified
Praktisk genomförbarhet60/100

The specified start and end dates are helpful. However, the lack of electronic submission is a major practical drawback for potential bidders in 2026. The classified value also makes it harder for bidders to assess the potential scope.

No electronic submission
Estimated value classified
Datakonsistens85/100

Dates are logical, and there are no reported disputes or suspensions. Most key fields are populated, ensuring good data consistency, though the 'Liable Person' field is empty.

'Liable Person' field is empty
Hållbarhet20/100

The tender does not include any explicit green procurement, social, or innovation criteria, indicating a missed opportunity to integrate sustainability aspects into the procurement process.

No green procurement criteria
No social criteria

Styrkor

Clear description of purpose and lots
Well-defined procedure (Dynamic Market and PSL)
Reasonable initial application period and continuous application
Good data consistency for key dates and status
Generic requirements, not tailored

Potentiella problem

Absence of evaluation criteria for DM/PSL admission
Estimated value is classified, reducing transparency
Lack of electronic submission
Failed download of potentially important documents
No sustainability (green, social, innovation) considerations

Rekommendationer

1. Immediately publish clear and objective evaluation criteria for admission to the Dynamic Market and Preferred Supplier List.
2. Disclose the estimated value or provide a reasonable range to enhance transparency and allow bidders to assess opportunity.
3. Implement an electronic submission system to improve accessibility and efficiency for applicants.
