Savet Bakingemšira (Savet) i Klinička komisija Bakingemšira nastoje da uspostave Dinamičko vozilo za nabavku („DPV”) za pružanje usluga podržanog života u Bakingemširu (Usluge). Savet sprovodi nabavku putem „Režima lakog dodira”, kako je navedeno u Uredbi o javnim nabavkama iz 2015. godine (PCR 2015). DPV će se primarno koristiti za spot nabavke i omogućiće Savetu da obezbedi veći izbor i fleksibilnost za usluge podržanog života, kao i da podstakne poboljšanja kvaliteta na tržištu. Savet će očekivati od potencijalnih dobavljača da koriste inovacije i efikasnost u pružanju usluga kako bi se osiguralo bolje ostvarivanje ishoda pojedinaca, kao i poboljšano partnersko delovanje kako bi se pružila integrisana usluga koja funkcioniše u okviru zdravstva, socijalne zaštite, volonterskih i drugih agencija u Bakingemširu. Dobavljači treba da napomenu da DPV neće biti ekskluzivni aranžman i da Savet u određenim okolnostima može dodeliti ugovore drugim dobavljačima na bilo kojoj alternativnoj osnovi. Savet će prvo iskoristiti postojeće blok aranžmane pre korišćenja DPV-a; ako se odgovarajući aranžman ne pronađe korišćenjem DPV-a, Savet zadržava pravo da traži ponude od šireg tržišta. DPV će biti podeljen na 4 lota, koji predstavljaju spektar usluga koje treba pružiti. Lote su: Lot 1: Podrška prilikom posete Lot 2: Dnevna podrška Lot 3: 24-časovna podrška Lot 4: Prilagođena podrška Savet ne može garantovati potražnju ili obim za Usluge ili za bilo koji od Lotova tokom životnog veka DPV-a. Imenovanje dobavljača u DPV ne garantuje posao. Savet produžava vremenski okvir za evaluaciju početnih Zahteva za učešće do 6 nedelja. DPV će raditi u periodu od pet godina, počevši od oko 8. juna 2021. godine. Savet će, po sopstvenom nahođenju, imati mogućnost da produži period rada DPV-a za dodatni period ili periode do dve godine. Dobavljači koji žele da budu imenovani u DPV moraju popuniti Upitnik za selekciju („SQ”). Svi dobavljači koji ispunjavaju zahteve za selekciju navedene u SQ, kako ih je procenio Savet, biće imenovani u DPV za lotove na koje su se prijavili. Dobavljači će morati da predlože usklađenu cenu u okviru raspona cena datog za svaki lot, osim Lot 4, za koji nema navedenog raspona. Usklađena cena za Lotove 1, 2 i 3 neće premašiti utvrđeni cenovni limit za taj lot i mora premašiti utvrđenu minimalnu cenu za taj lot. Cena za Lot 4 nije fiksna u trenutku podnošenja prijave za DPV. Nema ograničenja u broju dobavljača koji mogu biti imenovani u lot. Nakon uspostavljanja DPV-a, Savet će izdavati mini-konkurse za specifične ugovore, kada se potreba pojavi. Svi dobavljači iz relevantnog lota biće pozvani da podnesu ponude za takve ugovore. Savet će dodeliti svaki ugovor dobavljaču iz tog lota na osnovu kriterijuma evaluacije koji će uključivati potrebe korisnika usluga u pogledu geografske lokacije, specifičnih tipova potreba i/ili izbora ili drugih zahteva. Dobavljači koji žele da učestvuju u ovom procesu moraju se registrovati na Buckinghamshire Business Portal i neće moći da učestvuju ako nisu registrovani.
