Rada zamierza opracować Pseudo Dynamic Purchasing System (Pseudo DPS) w celu zapewnienia wysokiej jakości zakwaterowania dla młodzieży opuszczającej pieczę zastępczą oraz młodzieży zagrożonej. Dążymy do zapewnienia, aby młodzież ta mogła zostać umieszczona u uznanych, doświadczonych dostawców w lokalnym obszarze, dlatego też pragniemy zlecić świadczenie usług na obszarach lokalnych władz Wakefield, Leeds, Barnsley i Kirklees. Kandydaci, którzy spełnią i przejdą kryteria aplikacji, zostaną dopuszczeni do Pseudo DPS. Należy pamiętać, że nie jest to proces konkurencyjny i nie ma limitu liczby kandydatów, którzy mogą zostać powołani. Należy pamiętać, że kandydaci, którzy zostaną pomyślnie dopuszczeni do PDPS, nie mają gwarancji otrzymania żadnych środków finansowych przez cały okres trwania tej umowy. DPS będzie obowiązywał przez początkowy okres 5 lat z opcją przedłużenia o kolejne 5 lat.
