The framework service contracts resulting from this call for tenders will support the implementation, evolution and governance of the Copernicus Land Monitoring Service (CLMS) and the cross-cutting coordination of Copernicus access to in situ data (Copernicus In Situ Coordination). The services are organised into the following lots: • Lot 1: Geospatial data and ICT support; • Lot 2: Operational and administrative assistance.

SUBMISSION REQUIREMENTS4

--Tenders must be submitted electronically via the EU Tenders Electronic Daily (TED) platform.

--The deadline for submission is 2026-10-06 16:00:59.

--Tenders must be submitted in one of the official languages of the European Union.

MANDATORY EXCLUSION GROUNDS1

--Bidders shall be excluded if they are in one of the situations referred to in Article 136 of the Financial Regulation.

ELIGIBILITY REQUIREMENTS2

--Bidders must be established in a Member State of the European Union or in a country covered by the EEA Agreement.

--Bidders must have the legal capacity to perform the contract.

TECHNICAL CAPABILITY REQUIREMENTS3

--For Lot 1: Proven experience in geospatial data management, ICT support for large-scale projects, and knowledge of Copernicus services.

--For Lot 2: Proven experience in operational support, administrative assistance, and project management within public sector or international organizations.

--Bidders must demonstrate the availability of qualified personnel with relevant expertise.

FINANCIAL REQUIREMENTS2

--Bidders must demonstrate sufficient financial capacity to perform the contract.
