A contract notice is the formal advertisement that opens a public procurement. It announces that a buyer intends to award a contract, summarises what is being bought, and states how and by when suppliers must respond. Publication of the notice is what starts the competition.
A contract notice normally carries the buyer's identity, a description of the requirement, one or more CPV codes, the estimated value, the procedure being used, the eligibility and selection criteria, the deadline for submission, and a link to the full tender documents. It is a summary, not the specification — the requirements that decide whether you can bid live in the document pack it points to.
Treat the notice as a triage tool. It gives you enough to decide in minutes whether an opportunity is worth opening properly: right category, plausible value, deliverable location, and enough runway before the deadline. It is also the record that matters legally, so where the notice and the documents disagree, that discrepancy is worth raising as a clarification question rather than resolving by assumption.
