Opprinnelig anbudsbeskrivelse

Lancashire County Council etablerer et Pseudo Dynamic Purchasing System (PDPS), "Living Well at Home PDPS", for å muliggjøre kjøp av ulike tjenester for voksne. Tjenestene er delt inn i følgende lotter: Lot 1 – Regulerte omsorgstjenester fra Care Quality Commissioner (1a – Kortvarig hjemmeomsorg, 1b – Hjemmetjenester, 1c – Ekstra omsorgstjenester); Lot 2 – Ikke-regulerte støttetjenester. Vennligst se anskaffelsesdokumentene for mer informasjon. Se anskaffelsesdokumentene for detaljer: https://www.lancashire.gov.uk/business/tenders-and-procurement/tenders/living-well-at-home-pdps/. Lancashire County Council; NHS Lancashire and South Cumbria Integrated Care Board (ICB); Blackburn with Darwen Council. Totale oppgitte verdier inkluderer estimert forbruk av call-off fra PDPS fra alle kontraherende organer.

God

Anbudskvalitetsscore

This tender establishes a Pseudo Dynamic Purchasing System (PDPS) for health and social work services, offering an open and flexible procurement model. However, the provided extract lacks critical detailed documentation, limiting a comprehensive quality assessment.

Poengfordeling

Juridisk samsvar100/100

The tender references mandatory exclusion grounds and utilizes a legally recognized PDPS framework. However, without the full procurement documents, it is impossible to verify complete adherence to all relevant public procurement regulations.

Specific details regarding mandatory exclusion grounds are not provided in the extract, only referenced as being in the full documents.
Detailed financial stability and capacity requirements are not included, requiring reference to full procurement documents.
Klarhet40/100

The overall structure of the PDPS, its lot division, and the application process (initial phase, annual evaluations) are clearly outlined. However, the clarity of specific requirements is significantly hampered by frequent references to 'full procurement documents' for essential details.

Critical requirements such as core and lot specifications, technical details, and financial criteria are repeatedly stated to be in the full procurement documents, which are not provided in the extract.
Fullstendighet83/100

The provided content is explicitly an 'EXTRACTED REQUIREMENTS' section and is inherently incomplete for a full tender assessment. Key information, including specific financial thresholds, detailed technical specifications, and evaluation criteria, is missing.

No documents are attached or available for review, as indicated by the automated check.
Missing detailed evaluation criteria for applications.
Rettferdighet80/100

The PDPS model, characterized by an 'open arrangement with no restrictions on the number of Service Providers' and continuous application, inherently promotes fairness and broad market access. The ability to apply for all or any lots further enhances fairness. The CQC regulation for Lot 1 is a standard and fair requirement for regulated services.

Without the full specifications and evaluation criteria, it is not possible to definitively assess if any requirements could be inadvertently tailored, though no immediate red flags are apparent in the provided extract.
Praktisk gjennomførbarhet40/100

The PDPS structure is practical for the long-term, ongoing procurement of diverse social care services, allowing new providers to join over a 12-year contract duration. The lot division supports specialization, and annual evaluations offer flexibility. However, the scale of the PDPS (over 4 billion EUR) implies significant administrative complexity.

Managing a PDPS of this magnitude, with continuous applications and multiple contracting bodies, will require substantial administrative capacity and robust processes from the Authority.
Datakonsistens100/100

The information provided within the extract is consistent. The description of the PDPS aligns with the extracted requirements, and basic tender details are coherent.

Bærekraft0/100

The provided information does not include any explicit requirements related to environmental, social, or economic sustainability. The automated check also highlights the absence of green procurement, social, or innovation criteria.

Absence of explicit sustainability criteria (environmental, social, innovation) in the tender requirements, which are increasingly important for public procurement, especially in long-term social services.

Styrker

Open and flexible Pseudo Dynamic Purchasing System (PDPS) model, allowing continuous market access.
Clear and logical division of services into distinct lots and sub-lots.
Collaboration between multiple contracting bodies (Council, NHS ICB) for integrated service delivery.
Long-term strategic approach with a 12-year contract duration.
No restrictions on the number of service providers or lots applicants can apply for, promoting competition.

Bekymringer

Significant lack of detailed documentation, as critical requirements are only referenced as being in full procurement documents.
Vague and high-level nature of many requirements in the extract, hindering a thorough assessment.
Absence of explicit sustainability, social value, or innovation criteria.
Potential for high administrative burden for the Authority due to the scale and continuous nature of the PDPS.
Missing specific evaluation criteria for applications.

Anbefalinger

1. Ensure full procurement documents, including detailed specifications, financial requirements, and evaluation criteria, are readily accessible for complete transparency.
2. Integrate explicit environmental, social, and innovation criteria to align with modern procurement best practices and maximize public value.
3. Provide more detailed information on the evaluation process for continuous applications, including specific timelines and transparency mechanisms.
