Anbudskvalitetsscore

This tender for container delivery and management services by Canterbury City Council is an Open procedure with a reasonable timeline and clear electronic submission process. However, the provided summary lacks detailed requirements and, critically, evaluation criteria, which are deferred to external documents, impacting clarity and fairness.

Poengfordeling

Juridisk samsvar85/100

The tender follows an Open procedure, specifies CPV codes, and provides sufficient time for submission from today's date. Basic legal requirements for disclosure are met, though full details are in external documents. No disputes or suspensions are noted.

Lack of explicit evaluation criteria in the summary (potential legal risk if not robustly defined in full documents)
Klarhet65/100

The overall purpose and contracting parties are clear. However, specific requirements and, crucially, evaluation criteria are not detailed in the provided text, requiring bidders to access external documents. The AI-extracted requirements are very generic.

No evaluation criteria specified in the provided text
Detailed requirements are deferred to external documents
Fullstendighet70/100

Most essential information like title, organization, reference, value, duration, and deadlines are present. Location and CPV are also provided. However, detailed requirements and evaluation criteria are not directly included in the summary, and one listed document failed to download.

Detailed requirements and evaluation criteria are not present in the provided text
One listed document failed to download
Rettferdighet60/100

The tender uses an e-procurement portal, and the estimated value is disclosed. The submission period is reasonable. However, the absence of evaluation criteria in the initial notice significantly hinders transparency and fairness, as bidders cannot fully understand the basis of award without accessing further documents.

No evaluation criteria specified in the provided text
Praktisk gjennomførbarhet85/100

Electronic submission is fully supported via a dedicated portal, with clear links provided. The contract start date and duration are well-defined.

No specific financing source beyond the estimated value is mentioned
Datakonsistens80/100

Key dates are logical and consistent. Most essential fields are populated, and there are no noted disputes or suspensions.

"Liable Person" field is empty
Codes for "Type" and "Procedure" are missing
Bærekraft20/100

The tender does not explicitly incorporate any green, social, or innovation criteria. It appears to be a standard procurement focused solely on service delivery.

No explicit sustainability criteria
No social aspects mentioned

Styrker

Clear procedure type and CPV codes
Electronic submission and portal links provided
Estimated value and contract duration clearly defined
Reasonable submission deadline
Good data consistency and logical dates

Bekymringer

Evaluation criteria are not specified in the initial notice
Detailed requirements are deferred to external documents
Absence of sustainability, social, or innovation criteria
One listed document failed to download
Some empty fields (e.g., liable person, procedure codes)

Anbefalinger

1. Include evaluation criteria in the initial tender notice to enhance transparency.
2. Ensure all listed documents are accessible and downloadable.
3. Consider incorporating sustainability, social, or innovation criteria to align with modern procurement best practices.
