God

Anbudskvalitetsscore

This tender describes a continuously open framework for supported living services. However, the provided information is severely lacking in detail, making a comprehensive assessment of the procurement process and requirements impossible.

Poengfordeling

Juridisk samsvar100/100

The notice mentions 'MANDATORY EXCLUSION GROUNDS' but states 'No specific mandatory exclusion grounds are provided.' This is a significant omission for a public tender notice, as these are fundamental legal requirements. The lack of detailed financial and technical requirements also raises questions about compliance with transparency and non-discrimination principles.

Absence of specific mandatory exclusion grounds.
Lack of detailed legal, financial, and technical requirements in the notice.
Klarhet40/100

The description of the service is clear, but the requirements are extremely vague. Without actual tender documents, the specific expectations for service providers, evaluation criteria, and contractual terms are entirely unclear.

Vague eligibility, technical, and financial requirements.
Absence of detailed tender documents.
Fullstendighet83/100

The provided information is highly incomplete. Crucial elements such as full tender documents, detailed evaluation criteria, specific financial requirements, performance indicators, and contractual terms are entirely missing. This makes it impossible for potential bidders to prepare a compliant and competitive offer.

No tender documents attached or content available.
Missing evaluation criteria.
Rettferdighet60/100

While the 'continually open' nature of the framework promotes market access, the extreme lack of detailed requirements and evaluation criteria creates a significant fairness issue. Without clear guidelines, the procurement process risks being opaque and potentially subjective, making it difficult for all bidders to compete on an equal footing.

Lack of clear evaluation criteria.
Vague requirements could lead to subjective assessment.
Praktisk gjennomførbarhet40/100

The concept of a continuously open framework is practical for ongoing service needs. However, the lack of detailed information makes it impractical for potential service providers to understand what is required to join and succeed within the framework. They would need to seek significant clarification or rely on external information.

Bidders cannot practically assess their suitability or prepare an offer without detailed documentation.
Potential for high administrative burden for both the contracting authority and bidders due to lack of clarity.
Datakonsistens100/100

The provided data is internally consistent, but its brevity limits the scope for inconsistencies. The main issue is the lack of data rather than conflicting data.

Bærekraft25/100

The automated check flags 'Not green procurement' and 'No social criteria.' Given the nature of 'Supported Living,' social criteria should be paramount. The absence of any mention of sustainability or social considerations is a significant oversight.

No mention of social criteria, which are highly relevant for supported living services.
No green procurement criteria.

Styrker

Continuously open framework promotes market access.
Clear objective: promoting effective transition and positive outcomes for young people and adults.
High estimated value indicates significant commitment to the service.
Innovation Focus characteristic is positive.

Bekymringer

Absence of any tender documents or detailed content.
Missing specific mandatory exclusion grounds.
Lack of detailed eligibility, technical, and financial requirements.
Absence of evaluation criteria.
No mention of social or green procurement criteria, especially critical for social services.

Anbefalinger

1. Publish comprehensive tender documents detailing all requirements, evaluation criteria, and contractual terms.
2. Clearly specify mandatory exclusion grounds and detailed eligibility, technical, and financial requirements.
3. Integrate explicit social and environmental criteria relevant to supported living services.
